To update selection recency element under Factor 1; 2. Incorporate 252.233-7999 Ensuring Adequate COVID-19 Safety Protocols for Federal Contractors (Deviation 2021-O0009) Amendment 0003. USACE has received authority to continue with the acquisition of this construction project. Due to the programmatic pause, this amendment permits new offerors to submit proposals in order to reasonably promote competition.� All offerors, including those that submitted proposals in response to the initial solicitation, are afforded equal consideration throughout the source selection process. The purpose of this amendment is to provide the following: (See Continuation Page for Details) 1. To establish a new proposal due date;� 2. Extend the proposal validity for additional 180 days;� 3. Permit potential offerors who did not respond initially to submit a proposal in response to all factors; 4. Require the submission of all 5 factors. 5. Afford an opportunity for offerors to revise their proposal submission for Factors 1 and 2; 6. Afford an opportunity for offerors to withdraw their proposals;� 7. Provide proposal due date; 8. To update selection recency element under Factor 1 and 2; 9. To update wage determination; 10. Provide intent to include sole source items; 11. Provide update on door hardware schedule; 12. Provide site visit information. Amendment 0002 - �Extends the period for acceptance of proposals for Technical Factors 1 and 2. - Amendment provided in posting Attachments.� No other changes. Amendment 0001 - Provides responses to ProjNET questions - Amendment provided in posting Attachments.� No other changes. This is the solicitation for F22 Consolidated Operations and Maintenance Hangar (COMH), Langley AFB, W9123621R2003. Provide a six-bay high-bay consolidated operations and maintenance hangar to provide maintenance support for additional F-22A aircraft from Tyndall Air Force Base. Construction includes compacted fill above the 100-year flood plain, reinforced concrete foundations, concrete floor slab, structural steel frame with concrete masonry unit facade, and a standing seam metal roof. The facility will provide all necessary spaces to house hangar bays, staff administration, propulsion shop, ready room, break room, tools/parts support, aircraft maintenance equipment storage, wheel/tire shop, egress shop, restrooms/showers/lockers, and building systems support. The project includes all utilities, site improvements, pavements, detection/protection features, security enhancements, and other supporting work necessary to make a complete and useable facility. The facility must be able to withstand seismic and wind effects as prescribed in applicable codes and design guides. The project will demolish Facility 753 (7,400 Square Meters). Facilities will be designed as permanent construction in accordance with the DoD Unified Facilities Criteria 1-200-1, General Building Requirements. Sustainable principles and life-cycle cost-effective practices will be integrated into the design, development and construction of the project in accordance with Unified Facilities Criteria 1-200-02. This project will comply with Department of Defense minimum antiterrorism requirements in Unified Facilities Criteria 4-010-01. Air Conditioning: 150 Tons The project duration is 700 calendar days from the notice to proceed, unless CLIN 0013 is exercised in which case the contract completion date will become 565 calendar days from notice to proceed.
