Description
IFB SET-ASIDE NAICS Code: 238160 � Repair or Alteration of Maintenance Buildings PSC Code � Z2EB The Maryland Air National Guard intends to issue an Invitation for Bids to award a single firm fixed-price contract for services, non-personal, to provide all plant, labor, transportation, materials, tools, equipment, appliances and supervision necessary for the Construction of Roof Repairing, HVAC Rooftop Unit and Demo at Middle River, MD. This project will require approximately 1720 square feet of roofing on Building 2050. Building will include a new Rooftop HVAC systems, plumbing, mechanical systems, exhaust fans, and electrical systems. �All details will be posted with the solicitation. The contract duration is 270 days after notice to proceed. This project is set-aside for HUBZone. The North American Industry Classification (NAICS) Code is 238160, with a size standard of $16,500,000.00. The magnitude of construction is between $250,000,000 and $500,000,000. Your attention is directed to FAR Clause 52.219-14(e)(3) (DEVIATION 2019-O0003), LIMITATIONS ON SUBCONTRACTING, which states �By submission of an offer and execution of a contract, the Offeror /Contractor agrees in performance of the contract in the case of a contract for General construction, it will not pay more than 85 percent of the amount paid by the Government for contract performance, excluding the cost of materials, to subcontractors that are not similarly situated entities. Any work that a similarly situated entity further subcontracts will count toward the 85 percent subcontract amount that cannot be exceeded�. The tentative date for issuing the solicitation is on-or-about 06 November 2021. The tentative date for the pre-bid conference is on-or-about 16 November 2021, 9:00 AM local time at the Maryland Air National Guard.� Final location and details will be in solicitation.� Preproposal meeting will start on time and will not extend for any offerors that are late. Ensure you leave enough time for inspections at the gate.� All offerors will be escorted.� Interested contractors are encouraged to attend and shall follow conference registration and base access requirements shown in the solicitation. �A site visit will follow the pre-bid conference. Offerors that are interested in attending shall submit the WF 113 no later than 9 Nov 2021 to 175.wg.msc@us.af.mil.� Offerors that do not submit the WF 113 may not be granted access.� This will be the only site visit and failure to gain access or attend will not be an excuse to allow another site visit.� All questions�must be submitted by 24 November 2021 via email to 175.wg.msc@us.af.mil.� Questions submitted after that date may not have enough time to be answered and posted. The bid opening date is scheduled for on-or about 7 December 2021. Actual dates and times will be identified in the solicitation.
