Description
This is a Sources Sought Synopsis. �This announcement seeks information from industry, which will be used for preliminary planning purposes.� No proposals are being requested or accepted with this synopsis.� THIS IS NOT A SOLICITATION FOR PROPOSALS AND NO CONTRACT WILL BE AWARDED FROM THIS SYNOPSIS. �No reimbursements will be made for any costs associated with providing information in response to this synopsis or any follow up information requests.� Respondents will not be notified of the results of the evaluation.� Responses to this Sources Sought Synopsis will be used by the Government to make appropriate acquisition planning decisions.� The type of set-aside decisions to be issued will depend upon the responses to this source sought synopsis. The purpose of this synopsis is to gain knowledge of interest, capabilities and qualifications of various members of industry, to include the Small Business Community: Small Business, Section 8(a), Historically Underutilized Business Zones (HUB-Zone), Historically Black Colleges and Universities/Minority Institutions (HBCU/MI), Service-Disabled Veteran-Owned Small Business (SDVOSB), and Economically Disadvantage Woman Owned Small Business.� The Government must ensure there is adequate competition among the potential pool of responsible contractors. PROJECT DESCRIPTION:� The Project is located along Dry Creek, just downstream of Warm Springs Dam near Healdsburg, Sonoma County, California.� The main objective of the project is to restore stream and floodplain habitat for fish and wildlife, including threatened and endangered salmon, along approximately one mile of Dry Creek. The habitat restoration features planned for the project includes construction of stream side channels, riffles, backwaters and alcoves to slow the speed of the water to create refuge for young fish. The features will be constructed using natural materials such as logs and rocks. Bank stabilization measures will prevent or reduce erosion and provide vegetation cover.� The majority of the construction will occur on privately owned vineyard property. The estimated construction price range for this project is $5,000,000 - $10,000,000. It should be noted that this Project is part of a larger Dry Creek ecosystem restoration effort by both USACE and Sonoma Water to restore over six miles of stream and floodplain habitat. While much of this ecosystem restoration has previously been completed by Sonoma Water and USACE, this project is the first of three phases of construction that will restore approximately 2.6 miles (47 acres) of stream and floodplain restoration between 2021-2024. CAPABILITIES AND QUALIFICATIONS: Evaluation of the interested parties� recent knowledge and experience are based on: The capability of constructing stream river and ecosystem restoration features (including but not limited to; installation of structures using logs and boulders (https://www.sonomawater.org/dry-creek-habitat) pinning logs to logs and boulders, placing rip-rap, rock and boulders into channels, fine grading in saturated conditions, installing biotechnical bank protection measures and revegetation) and identifying all necessary support equipment and material sources as part of the response to this Market Research.� Performing the contract work within the in-stream flow work window of June 15 to October 15 in any year. The ability to control turbidity and adapt to changing conditions while working in or near a river or creek channel that requires uninterrupted flow during the entire period of construction. The ability to isolate work areas from the live stream, work below the water table or in saturated conditions, and manage inflowing groundwater. The ability to keep project moving by changing sequence of work with challenges of environmental constraints. The capability to make all necessary equipment available as quick as possible when some work components require changes in order to complete work within environmental window. Ability to be flexible and have a strategy to be adaptive to minor changes or adjustments during placement of large wood structures and habitat wood structures. Ability to work and communicate with local land owners, vineyard managers, and local federal project partners when needed. The North American Industry Classification System (NAICS) code is 237990 which has a small business size standard of $36,500,000.00. The Product and Service Code (PSC) is Z1QA. Anticipated solicitation issuance dates are on or about January or February 2022.� The official Synopsis citing the solicitation number will be issued on beta.sam.gov and inviting firms to register electronically to receive a copy of the solicitation when it is issued.� SUBMISSION REQUIREMENTS FOR SOURCES SOUGHT: Interested statements shall be limited to five pages and shall include the following information: Firm's name, address, point of contact, phone number, and email address. CAGE Code and DUNS Number. Firm�s statement of capability to perform a contract of this magnitude and complexity (include firm's capability to execute A-E services with a similar scope, comparable work performed within the past 5 years, brief description of the project, customer name, timeliness of performance, customer satisfaction and dollar value of the project).� Provide at least 3 examples. SF330s SHALL NOT be submitted in response to this source sought announcement. Firm's Business Size Firm's Joint Venture (existing), including Mentor Prot�g�s and teaming arrangement information is acceptable. Firm's Bonding Capability (construction bonding level per contract and aggregate construction bonding level, both expressed in dollars). Interested Firm's should be able to demonstrate bonding capacity well within the estimated construction range listed above. Submission of interest to this source sought announcement is not a prerequisite to any potential future offerings, but participation will assist the San Francisco District in identifying sources with required capabilities.� Firms responding to this source sought announcement, who fail to provide ALL of the required information requested, will not be used to assist the Government in the acquisition decision, which is the intent of this announcement.� Interested firms shall respond to this Sources Sought Synopsis no later than 12PM Pacific Standard Time (PST) on November 23, 2021.� All interested firms must be registered in sam.gov to be eligible for award of Government contracts.
