NOTE: THIS IS NOT A SOLICITATION FOR PROPOSALS. THIS IS A SOURCES SOUGHT NOTICE ONLY. This sources sought notice is for planning and informational purposes only and shall NOT be considered as a Request for Proposal (RFP) or as an obligation on the part of the Government to acquire any products or services. The Government will NOT be responsible for any costs incurred in responding to this notice or furnishing the requested information. No entitlement to payment of direct or indirect costs or charges by the Government will arise as a result of a Contractor�s submission of responses to this Sources Sought Notice or the Government's use of such information. The Government reserves the right to reject, in whole or in part, any Contractor's input resulting from this notice. No contract will be awarded as a result of this announcement. Pursuant to Federal Acquisition Regulations (FAR) 15.201(e), responses to this notice are not offers and cannot be accepted by the Government to form a binding contract. Introduction Program Manager, Advanced Amphibious Assault (PM AAA) is responsible for the sustainment and upgrade of the existing Assault Amphibious Vehicle (AAV) Family of Vehicles (FoV). �With the inception of the Amphibious Combat Vehicle (ACV), PM AAA may gradually divest of the AAV capability through Fiscal Year (FY) 2027. AAVs from the United States Marine Corps fleet of vehicles may be identified, refurbished, and sold to Foreign Military Sales (FMS) customers.� PM AAA is seeking to identify interested vendors capable of providing AAV parts and components and serving as the Lead Systems Integrator (LSI) for the AAV FoV to support FMS customers.� The FMS vehicles will go through the Return to Condition Code Alpha (RCCA) process.� The RCCA process includes disassembly of the vehicle; inspection, repair, and finishing of the vehicle hull and attachments; reassembly of the vehicle, to include replacement of mandatory replacement and unserviceable parts; vehicle testing; and preparation for delivery. Detailed tasks are provided below. PM AAA is seeking interested sources capable of performing the following tasks: a. Provide parts supply and logistics support services to: Procure production components, including parts on the RCCA mandatory replacement parts list, unserviceable parts, and missing parts.� The entire component list will be provided by PdM AAV office Procure vehicle spares� Procure AAV FoV Special Tools and Test Equipment (STTE) Procure special mission kits Identify long lead items and associated timelines Identify obsolescence/Diminishing Manufacturing Sources and Material Shortages (DMSMS) Identify suitable replacement components when required due to obsolescence or material availability, identified by part number and National Stock Number (NSN) (if provisioned) Identify and manage material deviations, to be documented and processed through Request For Variance (RFV) process Provide a comprehensive supply chain management process to include, but not limited to procurement, material inspection and acceptance, material storage, material kitting, material packaging, shipment, and delivery Provide monthly material status documentation (should provide accountability on what has been ordered, received, kitted, packaged, shipped, estimated ship dates, etc.)� � � � � � � � � � � � � � � � � � � � �� b. Perform a pre-induction analysis of each AAV and�Upgunned Weapon Station (UGWS) in accordance with the AAV and UGWS Limited Technical Inspection (LTI); c. Provide�a recommendation for repair or replacement of all material damage and discrepancies identified during the hull inspection; these findings shall be annotated on the LTIs; d. Perform�material supply management through the entire awarded project, including material quality and quantity verification, delivery schedule, and deviation process. For any material deviation, an RFV shall be submitted to the Government for approval; e. Follow the Government Configuration Management Plan and perform RCCA of AAVs in accordance with the technical documentation and publications for the AAV FoV. RCCA reference will be provided by the Government. Any changes required to the configuration during RCCA shall be reported weekly and submitted as an RFV for Government approval; f. Implement�a process for documenting and providing Configuration Status Accounting data for each vehicle successfully completing the RCCA process; g.�Implement Unique Item Identifier (IUID) Construct #2 as defined in the latest version of MIL-STD-130N, DFARS clause 252.211-7003; h. Perform vehicle inspection and testing �during and after vehicle assembly.� In process inspections shall be performed.� Major testing activities include system level land based automotive break-in and performance testing, and water performance testing;� i. Identify, track, and report all anomalies or trends noted during inspection and testing, and report weekly to the Government. Any changes required to the configuration shall be submitted as an RFV for Government approval; j. Assist Government representatives during the conduct of the post RCCA acceptance inspection; The Government anticipates that the work to be performed under this contract will not involve access to sensitive or classified information. � � �2. Purpose This Sources Sought Notice constitutes market research in accordance with FAR Part 10 and is not an RFP. The Marine Corps Systems Command is issuing this Sources Sought Notice, in support of Program Executive Officer - Land Systems (PEO LS), to determine if more than one vendor has the capability to provide the support described within this notice. � � �3.�Objective Data submitted in response to this Sources Sought Notice will be used to assess the marketplace environment for business to provide the USMC with the support described above. � � �4.�Submission Instructions and Format Interested vendors possessing the requisite skills, resources, and capabilities necessary to perform the stated requirements are invited to respond to this Sources Sought Notice via a submission of an executive summary on 8-1/2 x 11 inch paper, no more than 10 pages in length, using 12-point font describing the LSI capability for the AAV FoV to support FMS customers. All responses shall include the following information: � � � � � a. Company name, address, email, telephone number, point(s) of contact; � � � � � b. Commercial and Government Entity (CAGE) Code and Data Universal Numbering System (DUNS) number; � � � � � c. Size of business pursuant to North American Industrial Classification System (NAICS) code 336992; � � � � � d. Any unique requirements to perform described work for PM AAA (e.g. on-site and off-site requirements, financing terms,�and special equipment) and capacity limitations, if any, such as minimum or maximum quantity of vehicles for RCCA. � � �5.�Responses Please be advised that any proprietary information must be marked as such on a page-by-page basis. The Government will not assume that any of the information provided by a respondent is proprietary unless it is conspicuously marked on each page containing proprietary information.� Moreover, the Government does not assume any duty to contact a respondent and inquire whether any unmarked information submitted in response to this notice is proprietary. Contractors are advised the Government will not pay for any information or administrative costs incurred in response to this Sources Sought Notice.� The information provided in the Sources Sought Notice is subject to change and is not binding on the Government. The Government has not made a commitment to procure any of the items discussed and the release of this Sources Sought Notice should not be construed as a commitment or as authorization to incur cost for which reimbursement would be required or sought.
