Description: This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. The solicitation number is NTC11ACRASF0001 and is issued as a Request for Quote (RFQ), unless otherwise indicated herein. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2021-07. The associated North American Industrial Classification System (NAICS) code for this procurement is 517919 with a small business size standard of $32.50M. This requirement is a Small Business Set-Aside and only qualified sellers may submit bids. The solicitation pricing on www.UnisonMarketplace.com will start on the date this solicitation is posted, and, unless otherwise displayed at www.UnisonMarketplace.com, will end on: 2021-10-27 11:00:00.0 Eastern Time. This time supersedes the Offers Due Time listed above. FOB Destination shall be Fort Irwin, CA 92310 The MICC End User requires the following items, Brand Name or Equal, to the following: LI 001: Superheterodyne receiver It must operate within 1 kHz to 26.5 GHz frequency ranges and support frequency resolutions that are user selectable from 57 Hz to 29 kHz than enhances the ability to detect, identify, and differentiate signals that are close together in the electromagnetic spectrum (EMS). It must have an integrated antenna with the following RF inputs: HF, Wideband, WiFi, BT, ZB, and GPS. It must also have the ability to record I/Q to provide for signal analysis, identification, deception, decoy and obfuscation. It must allow to export raw RF data to other analytical toolsets. Must have FPGA for effective signal processing. It provides a geolocation feature within the L1 and L2 bands to allow for the location of receiver. It must have a CPU of no less than i5-6300 dual core; 16 GB RAM; 240 GB M2 SSD upgradable up to 1TB. Must operate in temperatures between -40 to +85 degrees Celsius. Must have a cooling fan. Must be rugged and have a 110/220V AC; 12-36V DC power input. Software must be able to accomplish the following: A baseline sweep which establishes a data reference of an area of the RF spectrum representing g what EMS signatures belong in a given area before certain activity takes place. A signal list which contains all signal detected and includes frequency, bandwidth, amplitude, first seen, last seen, GPS coordinates, among other information. A channel scan where signals of interests (SOIs) to a list with distinct alerting parameters and the ability to demodulate and record audio automatically when the SOI is active. A SOIs search to allow users to search for a specific modulation type, and a signal fingerprint which is displayed in SOI is detected. A saved data reduction feature to reduce the amount of space required by the collected data. An audio demodulation feature for AM, FM, USB, LSB, NXDN, and DMR signals. A modulation classifier. A subcarrier feature to allow real-time break back and analysis of AM/FM subcarrier signals to include interactive, passive analysis, and demodulation of the subcarrier signal. A digital radio break back to allow the break back of NXDN and DMR audio and data. A live baseline Vetting Tool to allow users to perform live spectral comparison between the active spectrum and a saved baseline. A Wi-Fi scan features which enable the passive, real-time wireless scans and interrogations of standard 802.11 a/b/g/n/ac channels. A Bluetooth scan feature. A Signal list report analysis. A signal fingerprint database which identify new signal types and conduct signal analysis. A remote monitoring feature which controlled remoted via any TCP/IP or UDP connection. A port switcher utility that allows a comparison of the signals from each port conducted. An RF assist feature for a searchable database that users can employ to assist them in signal identification and classification. A web Sensor which allows the equipment user interface to be accessed via a browser window locally or via remote connection. A DF integration feature. A JRFL/SFAF support feature. Must provide a Tactical support kit and operations module with five days on-site training. An Offeror may submit a series of pricing bids, which descend in price during the specified period of time for the aforementioned reverse auction. MICC End User is taking this action in an effort to improve both vendor access and awareness of requests and the agency's ability to gather multiple, competed, real-time bids.
