- The U.S. Army intends to award a Sole Source award for a targeted advertising campaign in support of it's annual Hliiday Festival.� Tribune Publishing Company provides the most coverage geographically due to the location of the concert.� Reader statistics for digital an dprint were used in making this determination as well as overall circulation with the Baltimore and surrounding counties.� This results in the greatest impact at the lowest costs to the U.S. Army and the Government as a whole.�
