- Notice of Intent to Issue a Sole Source Award to Blue World Research Institute Incorporated for Telemetry, Communications, And Engineering Support Services This notice is issued in accordance with Federal Acquisition Regulation (FAR) Subpart 5.2, Synopses of Proposed Contract Actions. The U.S. Department of the Interior (DOI), Bureau of Safety and Environmental Enforcement (BSEE), Acquisition Operations Branch, is the contracting office for this procurement. The purpose of this notice is to announce the Government's intent to add work to Indefinite Delivery Indefinite Quantity (IDIQ) contract 140M021D0004, on a sole source basis, to Blue World Research Institute Incorporated based on the contractor's demonstrated unique capability in accordance with FAR 6.302-1, only one responsible source. The requirement is intended to be issued as an out-of-scope modification to contract 140M021D0004. Contract 140M021D0004 was awarded to Blue World Research Institute Incorporated in 2021 and was awarded with a maximum consideration estimated to be $2,800,000 over a five-year period to cover technical, logistical, and communications support services for ecological research and environmental assessments for the Bureau of Ocean Energy Management (BOEM). Five task orders have been awarded thus far for a total of $1,515,241.00. Three additional task orders for services have been solicited under the IDIQ but have yet to be awarded, with a combined estimated total of $3,420,315. Therefore, the Government anticipates an increase to the IDIQ maximum ceiling in the amount of $2,487,974.00, therefore increasing it from $2,800,000.00 to $5,287,974.00. The remaining three task orders will continue the necessary monitoring of the marine environment adjacent to U.S. Outer Continental Shelf (OCS) operations. Understanding animal movement and ecological impacts in the OCS is required for everything under BOEM's purview. Information regarding the distribution, behavior and ecological impacts to various species will allow BOEM to effectively evaluate the potential for impacts from offshore energy development and marine mineral extraction for beach renourishment. Blue World Research Institute Incorporated is uniquely situated and has the qualifications for meeting the BOEM's requirement. As they currently have 5 task orders under the IDIQ they are the only contractor that can meet critical schedules. Additionally, their experience will be of a highly specialized nature from the first five task orders which will be vital to the completion of the remaining task orders that have yet to be awarded. The current ordering period for the IDIQ contract is from 6/11/2021 to 6/10/2026. The place of performance is determined at the task order level. In order to promote competition for future requirements of a similar nature the Government anticipates no additional orders will be awarded after the ceiling increase besides the 3 remaining solicited task orders. Instead, the Bureau anticipates issuing a new competitive solicitation in the future for similar services for an IDIQ with a higher ceiling amount. THIS NOTICE IS NOT A REQUEST FOR PROPOSAL. However, any firm believing itself capable of performing the work stated above may submit technical documentation to establish their capability. Such documentation must be submitted to the Contracting Office by 2:00PM, Eastern Time on November 9, 2021. A determination not to compete the proposed requirement based upon responses received lies solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement or to proceed on a sole source basis.
