- Description
- The NAVSUP Fleet Logistics Center Norfolk, Contracting Department Philadelphia Office intends to solicit and negotiate a Firm-Fixed Price (FFP) type contract. The purpose of the resultant contract is to provide operational and sustainment support of all Financial Improvement Audit Readiness (FIAR) related activities within the DON. In addition, FMO-1 facilitates FMO business success by ensuring an overarching alignment across Divisions by maintaining continuous communications, and providing acquisition management, budgeting and resources, and analytical support to its customers. The Operations Management Division is responsible for the Payment Integrity Information Act of 2019 (PIIA) Program, Barring Act Waiver (BAW) Program, Contract Debt Deferment (CDD) Program, Military Banking Program, Travel and various Card Programs, including conducting any necessary testing, providing recommendations, and managing program policies. FMO- 1 is also responsible for FMO�s Integrated Risk Management (IRM) (previously Managers� Internal Control Program (MICP)). The objective of this procurement is to obtain professional support for FMO�s various business operations functions in response to the demanding needs of audit remediation. This requirement will facilitate access to a high performing team with the experience and skills to identify, document, and satisfy the requirements in a dynamic, complex business financial management environment. Ineffective financial management has been detrimental to the federal government. The support associated with FMO-1 programs requires subject matter expertise acquired through specific DON operational experience. FMO is looking for a contractor to support in reporting on financial data and developing and managing the FMO�s various operational programs. This requirement will be solicited as a 100% Service-Disabled Veteran-Owned Small Business (SDVOSB) Set-Aside. It is anticipated that the contract will contain a twelve-month Base Year with two (2) one-year options. It is anticipated to make award by 24 January 2022 in order for services to begin 01 February 2022. The Period of Performance is anticipated to be from 01 February 2022 through 31 January 2023 with two (2) one-year options ending 31 January 2025 if all options are exercised in accordance with FAR 52.217-9. The applicable North American Industry Classification System (NAICS) Code is 561110 � Office Administrative Services with a Small Business Size Standard of $8.0M. Solicitation N0018922QZ009 will be made available electronically upon its release at www.neco.navy.mil, no sooner than 7 days after the posting date of this synopsis. This requirement is a follow-on to Contract N0018919CZ037, which expires 31 January 2022. Paper copies, faxed copies, or e-mail copies of the solicitation will not be provided.
