10142021� NOTE: 3�Amendments have been published to this date 1. Simplified Acquisition of Base Engineering Requirements (SABER) Indefinite Delivery Indefinite Quantity (IDIQ) at the 911th Airlift Wing, Pittsburgh, PA. 2. This solicitation is an 8(a) Competitive Set-Aside for firms certified with the Small Business Administration in SBA Region 3 or the Cleveland District Office [0549] which encompasses having a bona fide office located in Delaware, Maryland, Pennsylvania, Virginia, Washington DC, West Virginia, or the Cleveland SBA District. 3. Applicable North American Industry Classification System is 236220. Size Standard $39 .5M 4. All offerers must be registered in the System for Award Management (SAM) in order to receive an award. �Contractors can register via the internet at www.sam.gov 5. Even though the SBA may not be identified in Section A of the contract, it is still the prime contractor on the contract. 6. Bid Guarantees will be required for the seed project and all task order projects estimated over $150,000. See FAR 52.228-1 7. The seed project in this solicitation is a tangible work which the Government will award as the first task order under the new SABER as the result of this source selection. See section J Attachments. 11 to 15. for �Seed Project JLSS 15-0010. 8. A site visit and pre pre proposal conference for the seed project will be held �10a 22 Sep 2021 see FAR Section 52.236-27 � Site Visit. �Questions regarding all aspects of this solicitation are due by 3 pm, 4 Oct 2021. See Section L, �4. Discrepancies� for more information. 9. Magnitude for the seed project is estimated between $250,000 and $500,000 10. ""Notice to Offeror: Funds are not presently available for this project. No award will be made until funds are available to make payments under a contract. The Government reserves the right to cancel this solicitation, either before or after bid opening/RFP closing, with no obligation to the offeror by the Government� 11. Contract Specialist Information: Anthony Abate, anthony.abate@us.af.mil SITE VISIT: A pre-bid conference will be conducted on 1000 (10:00am) Eastern time, Wednesday 22 September 2021. Building 333 Conference Room (Civil Engineering), 911 AW, Coraopolis, PA 15108.� Site visits will follow the pre-bid conference to discuss the seed project only. We will do the pre-bid conference for the overall SABER after the site visit. Information provided at this site visit as well as answers to questions shall not change/qualify the terms and conditions of the solicitation and specifications.� Terms remain unchanged unless the solicitation is amended in writing.� If an amendment is issued, normal procedures relating to the acknowledgment and receipt of solicitation amendments shall apply.
