- 10/25/21 The notice is updated to remove and replace 693KA8-21-RFI-APC-04 Attach 01 Questionnaire � the attachment is removed and replaced with 693KA8-21-RFI-APC-04 Attach 01 Questionnaire 10-25-21. The questionnaire is updated to better align the certification statement with the AMS clauses and allows industry to identify applicable trade agreements. In addition, the FAA has included new CLINs that will be included in the final draft SIR (PSIR Part C), which we anticipate will be released late December to mid-January 2022. Purpose This is a pre-solicitation market research notice for the FAA�s VoICE over IP Communication Enterprise (VoICE) Phase 1 Air-to-Ground (A/G) Protocol Converter (APC) System procurement. See attachments and links for complete notice. The purpose of this notice is to provide Buy American Act information and request feedback. The FAA requests responses to Attachment 1, APC System Buy American Act Questionnaire (Excel file) Certifications sheet and Attachment 2, APC System Buy American Act Request for Information. For the purpose of responding to this RFI, the AMS clauses 3.6.4-5 Buy American - Steel and Manufactured Products and 3.6.4-18 Certification Regarding Steel and Manufactured Products, provided in Appendix A, will apply. Disclaimer This is not a screening information request (SIR) or request for proposal. The FAA is not seeking or accepting unsolicited proposals. The FAA is seeking interested sources that are capable of fulfilling the FAA�s requirements. In accordance with FAA Acquisition Management System (AMS) Policy 3.2.1.2.1, this pre-solicitation notice is to solicit statements of interest and capabilities from interested business concerns and provide other acquisition information. This pre-solicitation notice also seeks to identify potential contractors for this work, including groups of business teams. Responses will be reviewed by U.S. Government employees and a limited number of Government support contractors working under non-disclosure agreements.
