Description
The U.S. Army Corps of Engineers(USACE), Jacksonville District is issuing this sources sought as a means of conducting market research to identify parties having an interest in and the resources to support this requirement for Environmental Remediation Services. The result of this market research will contribute to determining the method of procurement. The primary North American Industry Classification System (NAICS) code assigned to this procurement is 562910 Environmental remediation services, with a secondary NAICS code of 541620 Environmental Consulting Services. There is no solicitation at this time. This request for capability information does not constitute a request for proposals; submission of any information in response to this market survey is purely voluntary; the government assumes no financial responsibility for any costs incurred.� The purpose of this synopsis is to gain knowledge of interest, capabilities and qualifications of various members of industry, namely the Small Business Community to include Section 8(a), Service-Disabled Veteran-Owned Small Business (SDVOSB), Women-Owned (WOSB) and Historically Underutilized (HUBZone) concerns. The Government must ensure there is adequate competition among the potential pool of responsible contractors. The general requirements for this contract include providing a full range of Environmental Services and Facilities Support Services to the U.S. Army Corps of Engineers (USACE) Jacksonville District�s programs and missions including but not limited to Formally Used Defense Sites (FUDS) Program, Civil Works, Military and Interagency and International Services (MIL-IIS), and Department of the Army Customers. The Environmental Services and Facilities Support Services consist of environmental investigation, environmental sampling, environmental compliance, environmental remediation/restoration, permitting, environmental conservation, pollution prevention, health and safety, industrial hygiene, laboratory services, support services, sustainment, restoration and modernization (SRM), and ancillary services to support facilities, stakeholders, and range operations.� The services required by this contract will primarily be performed, but not limited to the boundaries of the Jacksonville District, the Caribbean Area, and its customers� mission set area of operations. The U.S. Army Corps of Engineers, Jacksonville District, intends to advertise on a Section 8(a) Small Business set-aside basis for the award of an Indefinite Delivery/Indefinite Quantity (IDIQ), Single Award Task Order Contract (SATOC) with a total capacity of $24 million. Be advised that the U.S. Government will not be able to set aside this requirement if 2 or more 8(a) small businesses do not respond with information to support the set-aside. We encourage all small businesses, in all socioeconomic categories (including, 8(a) Business Development Program, Small Disadvantage Business, Historically Underutilized Business Zone, Service-Disabled Veteran-Owned, Women-Owned Small Business concerns) to identify their capabilities in meeting the requirement at a fair market price. Contractor�s response to this Synopsis shall be limited to 3 pages and shall include the following information: 1.� Contractor�s name, address, point of contact, phone number, website, email address, cage code and DUNS number. 2.� Contractor�s interest in proposing on the solicitation when it is issued. 3.� Contractor�s capability to perform a contract of this magnitude and complexity (include firm�s capability to execute comparable work performed within the past 3 years: Brief description of the project, customer name, timeliness of performance, customer satisfaction, and dollar value of the project) � provide at least 3 examples with at least one example from Puerto Rico. 4.� Firm�s Business category and Business Size �Other than Small, Small Business, 8(a), SDVOSB, WOSB, or HUBzone. If your firm is a Small Business, be sure you understand the performance of work requirements for your specific socioeconomic category. i.e. SB, 8(a), SDVOSB, WOSB, or HUBZone.� 5. If significant subcontracting or teaming is anticipated in order to deliver technical capability, firms should address the structure of such arrangements to include Joint Venture information if applicable � existing and potential. All responses to this sources sought notice/market research will be evaluated and used in determining acquisition strategy.
