Description
EXPRESSION OF INTEREST Lease of Commercial Office Space INTRODUCTION As the nation's leading center for nuclear energy research and development, Idaho National Laboratory (INL) is part of the U.S. Department of Energy's complex of national laboratories and is managed by Battelle Energy Alliance (BEA), LLC. BEA is seeking �Expressions of Interest� (EOI) from landlords and developers. BEA will consider existing buildings and/or new developments. BEA currently occupies office and other related space in a building under a lease in Idaho Falls, Idaho, that will be expiring.� BEA is considering alternative space if economically advantageous.� In making this determination, BEA will consider, among other things, the availability of alternative space that potentially can satisfy the Government�s requirements, as well as costs likely to be incurred through relocating, such as physical move costs, replication of tenant improvements and telecommunication infrastructure, and non-productive agency downtime. PROJECT DESCRIPTION BEA seeks to lease the following space: State: Idaho City: Idaho Falls Delineated Area: From the point of beginning at the intersection of W 65th N and N 15th E, the easternmost boundary of the delineated area extends south along N 15th E to N Yellowstone Highway; from that point, the boundary extends southwest along N Yellowstone Highway to the intersection of N Yellowstone Highway and Pancheri Drive; from that point the boundary extends west along Pancheri Drive to the intersection of Pancheri Drive and Old Butte Road; from that point, the boundary extends north along Old Butte Road to the intersection of Old Butte Road and W 49th N; from that point, the boundary extends east along W 49th N to the Snake River; from that point, the boundary extends northeast along the Snake River to W 65th N; from that point the boundary extends east along W �65th N to the point of beginning. SF: 67,500 Space Type: Office Parking Spaces: 230 Parking Stalls Full Term: 10 Years Additional Requirements: Within the facility office footprint, approximately 11,000 Sq ft space should accommodate the ability to create special purpose office space with stringent sound attenuation, HVAC, fire proofing, and duct, pipe and conduit penetration sealing requirements and shall meet the requirement of ICS 705-1. The property should include 2,000 Sq ft of an outdoor lay-down yard space accessible by a full-size semi-truck with trailer, 200 Sq ft of exterior space for a 140 ft high tower antenna, and 230 parking stalls. The space should also include 2,200 Sq ft of heated storage and distribution space with a 15 ft clearance height and a minimum of two vehicle access doors of 12� W x 12� H.� The facility shall have access to dedicated 48 strand fiber optic cabling.� An emergency generator and associated Uninterrupted Power Supply (UPS) shall be able to supply 150 KW of power without interruption.� The space should allow for easy reconfiguration and provide for 205 tons of cooling with 98% uptime, with 30 tons of redundant cooling for critical systems.� A controls system must be in place that is BACNET compatible, allows for a real-time condition assessment, control of HVAC system, and alarm capabilities.� The facility must have an ENERGY STAR rating of 75 or greater and maintain the rating for the duration of the lease. Offered space must meet Government requirements for fire safety, accessibility, seismic, and sustainability standards per the terms of the lease.� A fully serviced lease is not required.� Offered space shall not be in the 100-year flood plain. SUBMITTAL REQUIREMENTS The expression of Interest shall detail the square foot rate for lease, maintenance, insurance, taxes, and any other costs.� The Expression of Interest shall include photographs of the space, a most recent condition assessment report, ALTA survey, and copies of tax and most recent occupied utility bills.
