- FORESTRY SERVICES� AT TOWNSEND BOMBING RANGE, TOWNSEND, GA and MCAS BEAUFORT, BEAUFORT, SC� TOWNSEND BOMBING RANGE, TOWNSEND, GEORGIA. WORK INCLUDES 1) �V-SHEAR BLADE AND BED, 2) TREE PLANTING, 3) PRESCRIBED BURNING, 4) �HERBICIDE TREATMENT, 5) �ROADSIDE MAINTENANCE, 6) FIREBREAK CREATION THE FOLLOWING TO BE PERFORMED AT TOWNSEND and MCAS BEAUFORT INVASIVE SPECIES CONTROL - HERBICIDE INVASIVE SPECIES CONTROL - MECHANICAL� TO BE PERFORMED AT MCAS BEAUFORT: 1)�� �FUEL LOAD REDUCTION 2)�� �REPORTING 3)�� �INVASIVE SPECIES SURVEY FOB: Destination PSC CD: F004 �A.�� �FORESTRY TASKS 1.�� �Herbicide Treatment (TBR). Contractor shall apply broad-spectrum herbicides to the project areas to kill competing vegetation for the purpose of replanting trees. Herbicides shall be applied with ground driven equipment unless authorized in writing by the government. �All mixing, handling, and application of herbicides will be done in accordance with the chemical label, as well as state and federal laws. �The herbicide treatment work shall be completed no later than September 30, 2022. 2.�� �Site Preparation (TBR). Contractor shall V-shear blade and bed the reforestation area at TBR. Blading and bedding can be accomplished simultaneously (one-pass operation) or as individual processes. Beds should be constructed to allow for proper�root growth and development of pine seedlings. �The site preparation work shall be completed no later than February 28, 2023.� 3.�� �Planting (TBR). Contractor shall plant genetically improved third generation loblolly pine seedlings on a 5' x 14' spacing. �On a 5� x 14� spacing, 622 trees per acre will be planted. Planting for the calendar year 2022 shall be accomplished no later than March 1, 2022. �If weather conditions prohibit planting until calendar year 2023, planting shall be accomplished from January 1, 2023-March 1, 2023. 4.�� �Prescribed Burning (TBR). Contractor shall be responsible for conducting all aspects of prescribed fire to selected areas totaling 1000 acres at TBR. �Work will include utilizing farm tractors and/or bulldozers to prepare firebreaks, developing burn plans, obtaining burn permits from the Georgia Forestry Commission (GFC), initiating firing operations , monitoring fires until they are concluded, and ensuring the burns are completed prior to leaving the area. �Prescribed burning will take place during the burn season(s) established by the GFC, but will be concluded by March 1, 2023. 5.�� �Roadside Maintenance (TBR). Contractor shall utilize a rotary mulching head to remove trees and brush adjacent to forest access roads within the boundary of TBR. The purpose is to re-establish road boundaries to promote faster road drying, allow for easier maintenance, and facilitate access for timber harvests. �Roadside maintenance shall be completed no later than January 27, 2023. 6.�� �Firebreak Creation (TBR). Contractor shall establish firebreaks in pine forest stands on the perimeters of clear-cut areas and between clear-cuts and standing timber using a rotary mulching head. �The purpose of the work is to establish a series of firebreaks, 14 feet wide, to help prevent the spread of wildfire, protect young pine stands, and to aid in the prescribed burning program. �The intent is to create a level surface free of large debris (roots, limbs, etc.) that can be maintained by TBR personnel with a farm tractor and disk. The firebreak creation work shall be completed no later than January 27, 2023. 7.�� �Fuel Load Reduction (MCAS). Contractor shall utilize a rotary mulching head to reduce the fuel load within selected pine and mixed pine-hardwood stands aboard MCAS. �Fuel consists of pine needles, hardwood mid-story (2-3� diameter) and an understory dominated by wax myrtle, privet, and tallow trees. �Fuel load reduction work shall be completed no later than January 27, 2023. B.�� �INVASIVE SPECIES TASKS 1.�� �Invasive Species Survey on AgOutlease Property (MCAS). Contractor shall conduct a terrestrial survey of approximately 120 acres of former agricultural property to determine the presence and distribution of invasive and exotic plant species. Contractor shall also note the presence and distribution of other dominant plant species. Task 1 shall be completed no later than June 24, 2022. 2.�� �Reporting (MCAS). Prepare a draft report summarizing the task completed above. Report should include: discussion on the methodology of surveys; description of actual field conditions seen; field data sheets; photo logs of plant types; area maps; and GIS compatible with current DoD databases. �Draft report shall be completed no later than July 22, 2022. �The government representative will provide comments on�he draft report within 2 weeks of receiving it. �Final Report will be due no later than September 9, 2022.� 3.�� �Invasive Species Removal-Mechanical (MCAS). Contractor shall utilize a rotary mulching head to remove invasive and exotic plant species within selected areas on MCAS Beaufort Main Side and within the Laurel Bay Housing Area. �The primary target species are Chinese Tallow Tree and Chinese Privet. �Contractor must take care not to damage surrounding vegetation. Invasive species removal work shall be completed by September 30, 2022. 4.�� �Invasive Species Removal-Herbicide (MCAS). Contractor shall apply broad-spectrum herbicides to the project areas to kill invasive/exotic vegetation. Herbicides shall be applied by hand or by ground driven equipment. �All mixing, handling, and application of herbicides will be done in accordance with the chemical label, as well as state and federal laws. �The herbicide treatment work shall be completed no later than September 30, 2022. 5.�� �Invasive Species Removal-Mechanical (TBR). Contractor shall utilize a rotary mulching head to remove invasive and exotic plant species within selected areas on Townsend Bombing Range. �The primary target species are Chinese Tallow Tree and Chinese Privet, however additional species have been documented TBR. �Contractor must take care not to damage desirable vegetation. Invasive species removal work shall be completed by September 30, 2022. 6.�� �Invasive Species Removal-Herbicide (TBR). Contractor shall apply broad-spectrum herbicides to the project areas to kill invasive/exotic vegetation. Herbicides shall be applied by hand or by ground driven equipment. �All mixing, handling, and application of herbicides will be done in accordance with the chemical label, as well as state and federal laws. �The herbicide treatment work shall be completed no later than September 30, 2022.
