TVHS currently owns two (2) Quest model MPS 3 Myocardial Protection systems that require cleaning and disinfection on a periodic basis. This contract includes all labor, materials, disposables, chemicals/ reagents, and travel required to complete the cleaning and disinfection of the MPS 3 units per original equipment manufacturer (OEM) guidelines. The specific terms and requirements for the required cleaning and disinfection services are detailed in this Statement of Work (SOW) and shall be met by the Contractor. Section 6. Equipment Listing details all equipment that shall be covered and maintained by the Contractor as part of this cleaning and disinfection contract. Cleaning and Disinfection Tasks/ Requirements: Water Circulation System Weekly Water Change: Contractor shall change the water in the circulation system of each MPS 3 unit on a weekly basis per OEM Guidelines (based on the Quest MPS 3 Cleaning and Disinfection Guide). Contractor shall change the water in the circulation system of each system on a weekly basis. Contractor, per OEM Guidelines, shall add 3% Hydrogen Peroxide to the hypothermic reservoir and circulate water to inhibit microbial growth. Contractor shall test the concentration of hydrogen peroxide using a peroxide test strip to ensure the concentration level is at least 100 ppm. Water Circulation System Cleaning Contractor shall complete the water circulation system cleaning procedure for each MPS 3 unit on a monthly basis per OEM Guidelines. Contractor shall prime the circulation system prior to proceeding with circulation system cleaning. Contractor shall provide and utilize Minncare HD disinfectant solution for the water circulation system cleaning (per OEM Guidelines). After completion of circulation system cleaning, contractor shall complete the water circulation system rinsing cycle (per OEM Guidelines) and then shall refill the water circulation system (per OEM Guidelines). Delivery and Vent Valve Cleaning: Contractor shall complete delivery and vent valve cleaning for each MPS 3 unit on a quarterly basis (every 3 months) per OEM Guidelines. Terms and Conditions: Contractor shall comply with the following terms and conditions of this cleaning and disinfection contract. Equipment: Cleaning and Disinfection services (detailed in part 2 Cleaning and Disinfection Tasks/ Requirements) shall be completed by the Contractor for all equipment listed in section 5. Equipment Listing. All cleaning and disinfection tasks/ requirements shall be conducted per OEM recommended procedures and protocols (no exceptions). Contractor shall follow OEM cleaning and disinfection literature and guidelines at all times. Contractor shall provide (as part of this service and maintenance contract), at no additional cost to the Government, all necessary parts (including shipping and handling costs), disposables, labor, and travel required to complete the required cleaning and disinfection services. The Contractor shall provide any required chemicals/ reagents required to complete cleaning and disinfection in accordance with OEM PM procedures and protocols. Service Hours: All services shall be performed during normal VA working hours of 8:00 a.m. to 5:30 p.m. (Central Time). Deviations must be approved in advance by Contracting Officer (with concurrence from the COR). Contractor shall work with the Contracting Officer Representative (COR) to determine appropriate days/ times for cleaning and disinfection services. The Contractor shall call the COR (or designee) two (2) days in advance to confirm that the equipment can be cleaned/ disinfected at a time that is agreeable to the VA and the Contractor. The Contractor, as part of this cleaning and disinfection contract, shall incur all associated costs with the cleaning and disinfection of the TVHS owned MPS 3 Myocardial Protection Systems to include travel, parts, chemicals/ reagents, disposables, tools, and labor. Reporting Requirements: The Contractor shall be required to report to the COR (or designee) to log in during normal working hours of 8:00 a.m. to 5:30 p.m., Monday through Friday. This check in is mandatory before any cleaning and disinfection service is conducted. When the service is completed, the FSE shall document services and provide a copy of documentation to the COR (or designee). Contractor shall maintain a complete and chronological file of all cleaning and disinfection services completed for each MPS 3 unit owned by TVHS. Contractor is cautioned that only the Contracting Officer or his/her designee may authorize additional services or repairs and reimbursement will not be made unless this prior authorization is obtained. The Contractor is liable for any additional (or out of scope) work completed that was not previously approved by the Contracting Officer.
