Description
This is NOT a solicitation for quotations or proposals. This is a sources sought notice only. Naval Facilities Engineering Systems Command Southwest (NAVFAC SW) is conducting market research in accordance with Federal Acquisition Regulations (FAR) Part 10 to determine if firms are available to meet the Government�s need for the chiller maintenance services at Cogeneration (CO-GEN) Plant, Building 7, Naval Medical Center, San Diego (NMCSD), California. The Contractor shall provide all labor, management, supervision, tools, material, and equipment required to perform an Integrated Maintenance Program (24 hours/5 days per week (24/5), Monday to Friday) to include routine scheduled maintenance and repair, inspection and testing, and condition assessment services for two York steam turbine driven centrifugal compressor chillers (1300 TR) and three Trane electric water cooled chillers (770, 1050, and 1280 TR) located at NMCSD CO-GEN Plant, Building 7. �All work shall be performed in compliance with the Original Equipment Manufacturer (OEM) and proprietary requirements, and in a manner that does not compromise the terms of the five (5) year extended warranties, the latter as applicable to the steam chillers so that the chillers operate as designed. �Condition assessment and other recurring services shall include, and not be limited to, refrigerant, vibration, and oil analysis, chilled water testing, and start-up and shut-down of chillers, including charging of refrigerant during shut-down. The Contractor shall also provide six (6) occurrences of steam chiller operational procedure training to NMCSD CO-GEN personnel during the Base Year of the contract. �The Contractor shall provide responses to all inquiries pertaining to operation and maintenance of both steam and electric chillers, to the satisfaction of CO-GEN and all Government personnel at any time during the 24/5 Monday to Friday scheduled hours, for the duration of the term of the contract. �The Contractor shall respond to orders for emergency repair work to be performed outside of the 24/5 Monday to Friday regularly scheduled hours. �The terms and pricing of the task order for completion of emergency repair work shall be negotiated with the Government. Contractor personnel shall possess proprietary certifications to perform all required services that comprise the Integrated Maintenance Program, including operation for purposes of inspection and testing, and condition assessment services for the York steam turbine driven centrifugal compressor and Trane electric water cooled chillers so that work is performed in compliance with the OEM and proprietary standards. Contractor personnel shall be certified per Environmental Protection Agency (EPA) Section 608, in accordance with NAVFAC MO-200. Additionally, Contractor personnel shall perform work in compliance with the requirements of 40 CFR Part 82 EPA Regulations on the Protection of Stratospheric Ozone, for those who use approved recovery and recycling equipment, and who test, maintain, service, repair or dispose of industrial process refrigeration and air conditioning systems and equipment. Contractor maintenance trade personnel shall be qualified at the journeyman level in order to inspect, repair, and perform maintenance work that does not require an inspector certified by a governing directive. Contractor personnel performing work on transformers shall be knowledgeable of applicable procedures for handling and disposing of insulating fluid containing polychlorinated biphenyls. Contractor personnel performing work in HAZMAT/HAZWASTE shall have completed the HAZMAT/HAZWASTE handling course or have a minimum of one year of experience working with HAZMAT/HAZWASTE.
