THIS IS A SOURCES SOUGHT NOTICE (SSN) AND NOT A SOLICITATION OR AN INDICATION THAT A CONTRACTUAL COMMITMENT WILL EXIST AS A RESULT OF THIS SSN. This Sources Sought Notice (SSN) is in support of market research andprocurement planning being conducted by the Naval Research Laboratory (NRL), Washington, DC. This�SSN is for informational and planning purposes only and does�not guarantee that this will be competed via beta.sam.gov. The Government�assumes NO financial responsibility for any costs incurred. A solicitation�package is not available at this time. I. OBJECTIVE: The Naval Research Laboratory's (NRL) Pulsed Power Physics Branch is searching for potential sources that are capable of fabricatings, testing and delivering capacitors that meet the specifications outlined in the attachment. The intent of this SSN is to gauge industry interest and search�for potential sources capable of satisfying the NRL's requirement, as well�and determine the commerciality of the items. The draft minimum� technical requirements for the effort are in the attached specifications. The information received in response to this SSN, in addition to other market research, will be used as follows: to determine if commercial items or, to the extent commercial items suitable to meet the agency�s needs are not available, nondevelopmental items are available that- ���������������������(A)�Meet the agency�s requirements; ���������������������(B)�Could be modified to meet the agency�s requirements; or ���������������������(C)�Could meet the agency�s requirements if those requirements were modified to a reasonable extent; Determine the extent to which commercial items or nondevelopmental items could be incorporated at the component level; Determine the practices of firms engaged in producing, distributing, and supporting commercial items, such as type of contract, ; Determine whether the acquisition should utilize any of the small business programs in accordance with�part� 19; and The NRL is currently in the planning stages for this procurement and may�continue to modify the language within the requirement, as necessary.�These specifications do not necessarily represent the final specifications. II INFORMATION REQUESTED Participation in response to this announcement is voluntary and respondents shall not be compensated. This SSN is for market research purposes only for the Government to understand existing capabilities. It does not commit the Government to contract for any supply or service, whatsoever. Not providing a response to this announcement does not preclude participation in any future RFP, if any is issued. It is the responsibility of the interested parties to monitor the beta.sam.gov website for additional information pertaining to this potential acquisition. NRL requires that interested parties, at a minimum, supply ALL of the information below. A. CONTACT INFORMATION Name of company and point of contact (POC) Telephone number, fax number, address, and e-mail address of POC DUNS number Business size and number of employees Proposed NAICS code (either agreement with listed NAICS code or justification for recommendation for better fitting NAICS code) Proposed PSC code (either agreement with listed PSC code or justification for recommendation for better fitting PSC code) B. CAPABILITY STATEMENT 1. Provide a capability statement and information about offered products that meet the requirements listed in this SSN 2. Provide a list of capabilities/resources relevant to the attached specifications 3. If a reseller, document authorization to resell 4. Provide any documented information indicating copyrights, patents, or uniiqueness that is specific to any particular specification. C. COMMERCIALITY OF RECOMMENDED ITEM (answer ALL questions) 1. Is recommended instrument of a type customarily used by the general public or by non-governmental entities for purposes other than governmental purposes? ___ YES; explain ___ NO; explain 2. Has the recommended instrument evolved from an item described above through advances in technology or performance and that is not yet available inthe commercial marketplace, but will be available int eh commercialmarketplace in time to satisfy the delivery requirements under a Governmentsolicitation? ___ YES; explain ___ NO; explain 5.�Does the recommened instrument qualify as a commercial item, inaccordance with any other part of the definition of a commercial item, found inFAR Part 2? ___ YES; explain ___ NO; explain D. PRODUCT DESCRIPTION / CAPABILITY: 1. Provide a brief written description of how the suggested product will meet orexceed the specifications, under the General and Component sections; as it isanticipated that ultimate evaluation will be best value and a go/no go basis. 2. Please note that merely submitting a spec sheet does not allow the NRL toassess whether the suggested product will meet, or could be modified to meet,specifications. 3. If there is a specification that your product does not meet, please indicate howyour proposed product could be modified to meet the specifications. 4.�Provide a product brochure and highlight the areas that meet or exceedspecifications. E. ROUGH ORDER OF MAGNITUDE You are invited to submit a rough order of magnitude, over the overall,estimated cost of the project. Please do not submit a quote. A quote or proposalis not being requested and will not be accepted. F. ASSUMPTIONS A list of assumptions, if any, which were considered in formulating the reponse. III. FAR PROVISION(S) FAR 52.215-3 -- REQUEST FOR INFORMATION OR SOLICITATION FOR PLANNING PURPOSES (OCT 1997) (a) The Government does not intend to award a contract on the basis of this solicitation or to otherwise pay for the information solicited except as an allowable cost under other contracts as provided in subsection 31.205-18, Bid and proposal costs, of the Federal Acquisition Regulation. (b) Although ""proposal"" and ""off eror"" are used in this Request for Information, your response will be treated as information only. It shall not be used as a proposal. (c) This solicitation is issued for the purpose of: market research and procurement planning. (End of Provision) **NOTES: Amendment 1 extends the due date to 18 November 2021.
