- PRESOLICIATION NOTICE INFORMATION FOR BIDS (IFB) REQUEST An Invitation for Bid (IFB) will be posted on or about/after 10/25/2021. Project 674A4-21-108 Upgrade Fire Alarm System Campus Wide, (Waco) for the CTVHCS 36C257-22-B-0003 General Contractor shall provide all necessary labor, materials, equipment, and supervision to replace the existing fire alarm system in its entirety, under Project 674A4-21-108 Upgrade Fire Alarm System Campus-Wide for the Central Texas Veterans Health Care System (CTVHCS) Waco facility, located at 4800 Memorial Drive, Waco, TX 76710, Doris Miller VA Medical Center. This is a phased project in which the Medical Center must remain in operation 24 hours a day, 7 days a week. Work includes general construction alterations, necessary removal of existing fire alarm equipment, devices, and conduit, and replace with new system complete and operational. All associated repairs to match existing construction type and material. according to the drawings, specifications, and contract documents. The following buildings at the Doris Miller VAMC Facility in Waco, are included under this procurement: Buildings - 2, 4, 5, 6, 7, 8, 15, 16, 17, 18, 24, 90, 92, 93, 94, 99, 202, 216, 219, 222, 224, 225, and 226. Total project duration is estimated to be one year/365 calendar days after issuance of the Notice to Proceed Letter to complete the project work. The NAICS code for this procurement is 236220 with a small business size standard of $39.5M. The magnitude of this project is between $5M and $10M. This project will be 100% set-aside for Service-Disabled Veteran-Owned Small Businesses, as stated below. The POC for this project will be Gaila P. Lowe. She can be contacted by email at Gaila.lowe@va.gov IMPORTANT NOTICE: Apparent successful offerors must apply for and receive verification from the Department of Veterans Affairs Center for Verification and Evaluation (CVE) in accordance with 38 CFR Part 74 and VAAR 819.70 by submission of documentation of Veteran status, ownership, and control sufficient to establish appropriate status, offerors must be both VISIBLE and VERIFIED by the Department of Veteran Affairs Center for Veterans Enterprises prior to submission of offer. Failure to be both VERIFIED by CVE and VISIBLE on VetBiz prior to submission of offer will result in the offeror s proposal being deemed non-responsive. This procurement is a competitive offer, and the solicitation will be advertised as 100% set-aside for Service-Disabled Veterans Owned Small Businesses (SDVOSB), under Public Law 109-461 (38 USC 8127), offers received from other than SDVOSB concerns Will Not Be Considered. ANY interested offerors are urged to contact the CVE and submit the required documents to obtain CVE verification of their SDVOSB status if they have not already done so.
