Description

�NOTICE OF INTENT TO SOLE SOURCE The 502d Contracting Squadron intends to issue a sole source award to 4D Tech Solutions, Inc., 401 10th Street, Fairmont, WV 26554 for the following LiDAR kit: ITEM DESCRIPTION 0001 RTL-450 Package, FLIR, to include software, training, FLIR integration, GNSS receiver, and GPS Antenna Tripod The RTL-450 is the only LiDAR system that has been integrated onto the FLIR SkyRaider R80D UAS as a payload that uses the secure communications link provided by the R80D. In addition, the RTL-450 has been through DoD's laser safety review process. The R80D integration provides streamlined workflow that allows rapid data analysis and ease of use. The RTL-450 is the only LiDAR system that utilizes MEMS Mirror technology, licensed from the Army Research Laboratory, to create an even line scan pattern that results in high-resolution imagery. This notice is not a request for competitive proposals and no solicitation is available. The Government intends to acquire a commercial item using FAR Part 12 and intends to procure from only one source under the authority of FAR 13.106-1(b)(1), that the circumstances of this contract action deem only a single source is reasonably available to fulfill the stated requirement. Interested organizations may submit their capabilities and qualifications to perform the requirement in writing to jason.wilburn.2@us.af.mil no later than 0800 hours CST, Wednesday, 3 November 2021. A determination by the Government not to compete this proposed effort on a full and open competition basis, based upon responses to this notice, is solely within the discretion of the Government. Oral communications will not be accepted in response to this notice. No request for proposals or quotes will be issued based upon this Notice of Intent.
