- SUBJECT: Sources Sought Notice for Sole Source Market Research for the Information System Facility, Fort Hamilton, New York 1. The New York District plans to solicit and award a design-bid-build construction project for subject project in FY22. 2. This notification serves three (3) purposes: A.� To notify potential offerors of the Government�s intent to solicit a brand name only components for this project. B.�� To identify potential sources that can provide an equivalent to the brand name only item(s). C.� Notification of the Army�s intent to solicit brand name components as described below. 3.�������� The items described below, under summary of requirements, are embedded in the construction project.� The contract will be issued as a negotiated procurement. �Only the components described below will be sole sourced, if no other sources are identified that can provide an equivalent system.� In the event no equivalent sources are found, the brand name only justification will be issued pursuant to FAR Part 6.302-1, Only One Responsible Source.� A subsequent market survey will not be published in support of a Justification and Approval for sole sourcing.��� Supplies of the brand name component will be provided directly to the Contractor(s) and not to the Government. 4. ������� Summary of Requirements: A.�DAQ Electronic Intrusion Detection System Fort Hamilton currently utilizes a DAQ Electronics StarWatch SMS Central ICIDS (Integrated Commercial Intrusion Detection System) with a StarWatch Primary Monitor Console. The existing Fort Hamilton Central ICIDS can only communicate with Intrusion Detection System control panel from DAQ Electronics, due to the proprietary nature of this system. The new Information System Facility at Fort Hamilton is required to have an Intrusion Detection System. The new IDS panels will be required to be Remote Area Data Collector (RADC) Panels as manufactured by DAQ Electronics in order to transmit all alarm signals to the existing Fort Hamilton Central ICIDS. Due to the proprietary nature of the system, only a DAQ certified contractor can perform the installation and required programming. DAQ authorized representative will also supply all the devices, equipment, and control panels necessary to satisfy the scope of the project. DAQ authorized representative will be responsible to ensure all the alarm signals are mapped to the Fort Hamilton Central ICIDS, and for performing all required testing and commissioning of the ICIDS. Due to the proprietary nature of the system, and to strict licensing requirements, this work can only be done by a certified DAQ Representative/Contractor. It is not possible to interface with the existing Fort Hamilton ICIDS system by using an Intrusion Detection System Control panels from another manufacturer. Army Regulation AR 380-5 require that these intrusion detection alarm signals be sent to the Central Station for communication to the Fort Hamilton DES so that the Fort Hamilton security personnel can respond to an intrusion detection alarm in a timely manner. B. Simplex Fire Alarm System� Fort Hamilton has a campus-wide Simplex fire alarm system. This project is to replace an existing communication building on Ft. Hamilton (B206). That building has an existing Simplex fire alarm control panel (FACP) which integrates not only the devices in B206 but also integrates approximately 20 other facilities with older, conventional (non-addressable) fire alarm systems. The construction of the new Information System Facility must include a Simplex FACP as well, to communicate with the campuswide fiber network and send signals to the fire department. Additionally, the project entails rerouting the 20 external conventional systems to the newly installed system to re-integrate them into the campus system so that the B206 system can be demolished in the future. Simplex fire alarm systems are heavily proprietary. Only Simplex devices and appliances can function with a Simplex FACP. It is therefore necessary to sole-source specify Simplex devices, appliances, and FACP for our project. Without a Simplex system the facility will not be able to send fire alarm signals to the Fire Department. It is not possible to send fire alarm signals to the existing Fire Dept. receiver using a fire alarm system provided by a manufacturer other than Simplex. The fire code requires that these signals are sent so that the Fire Department can respond to a fire emergency in a timely manner. � �5.� ��� Any vendor that wishes to provide an alternate source to the brand names above that is compatible with the above must provide a response with data supporting the claim within 15 business days of this announcement to New York District Corps of Engineers, Contracting Division. This is a market survey and notification of intent only.� This is not a request to respond to a solicitation.� This requirement will be solicited at a future date.
