- THIS IS A PRESOLICITATION NOTICE The Department of Veterans Affairs, Network Contracting Office 9, located at 1639 Medical Center Parkway, Suite 400, Murfreesboro, TN, 37129, anticipates issuing a solicitation Request for Quotation (RFQ) on or about 11/5/2021 to request quotes for a five (5) year Blanket Purchase Agreement (BPA) consisting of five (5) ordering periods beginning upon anticipated award date of 12/1/2021 through 11/30/2026 for a Boiler Preventative Maintenance & Emergency Repair Services BPA. SET-ASIDE: 100% Service-Disabled Veteran-Owned Small Business (SDVOSB) NAICS Code: 238220 Plumbing, Heating, and Air-Conditioning Contractors SBA SIZE STANDARD: $16.5 Million PSC: J045 DESCRIPTION: This requirement is for the Lexington, KY Veterans Affairs Medical Center with various boilers which are located on the Franklin R. Sousley Campus, 2250 Leestown Rd., Lexington, KY 40511-1052. IMPORTANT NOTICE: Interested parties must apply for and receive verification from the Department of Veterans Affairs Center for Veterans Enterprise (CVE) of their SDVOSB status in accordance with 38 CFR part 74 and VAAR 819.70 by submission of documentation of veteran status, ownership and control sufficient to establish appropriate status. Contractor s must be both visible and verified by the Department of Veteran Affairs CVE at the time of submission of quotes. Failure to be both verified by CVE and visible on https://www.vip.vetbiz.gov at the time of quote submission will result in the Contractor s quote being deemed non-responsive. All Contractors are urged to contact the CVE and submit the aforementioned required documents to obtain CVE verification of their SDVOSB status if they have not already done so. VA NOTICE OF TOTAL SERVICE-DISABLED VETERAN-OWNED SMALL BUSINESS SET-ASIDE (JUL 2016) (DEVIATION) (a) Definition. END OF PRESOLICITATION NOTICE STATEMENT OF WORK Boiler Preventative Maintenance & Emergency Repair Lexington VA Health Care System 2250 Leestown Road, Lexington, KY 40511-1052 GENERAL: This requirement is a service Blanket Purchase Agreement (BPA) in accordance with FAR subpart 13.303 to maintain 20 existing condensing boilers for the Franklin R. Sousley Campus-Lexington Veterans Affairs Medical Center (VAMC) located at the above stated address. DESCRIPTION OF SERVICES/INTRODUCTION: The contractor shall provide all personnel, equipment, supplies, transportation, tools, materials, supervision, and other items consisting of service parts necessary to perform routine maintenance, testing, and calibration on each boiler. All work shall be performed on 20 existing AERCO Boilers located in the following buildings: 1, 2, 3, 4, 16, 17, 25, 27, 28, and 29. Each building will have two (2) boilers. BACKGROUND: This VAMC Campus utilizes an array of AERCO Boilers to provide heating for staff and patients. The need to properly maintain these boilers are critical for patient care services at this facility. PERIOD OF PERFORMANCE: This BPA will consist of one guaranteed base ordering period for one-year, with four (4) optional one-year ordering periods. Base period of performance will begin upon receipt of initial call order and last 365 days from issuance. Exercising optional ordering periods will be at the sole discretion of the VA and may include evaluation of contractor s performance as a determination factor. Base Ordering Period: 12/1/2021 through 11/30/2022 Ordering Period 1: 12/1/2022 through 11/30/2023 Ordering Period 2: 12/1/2023 through 11/30/2024 Ordering Period 3: 12/1/2024 through 11/30/2025 Ordering Period 4: 12/1/2025 through 11/30/2026 SCOPE OF WORK: Maintain 20 existing condensing boilers by performing routine preventative maintenance, testing, and calibration in accordance with manufacturer s recommendations. (Quote Item 1/CLIN X001) Routine Preventative Maintenance Service: Contractor to provide a qualified, trained, and experienced boiler technician to perform maintenance, testing and calibration of 20 AERCO heating boilers. Testing of each boiler is to be conducted annually during the winter months December 1st and February 28th of each year. The contractor shall schedule service visits M-F 0800-1600 through the Utility Systems Supervisor or his/her designated point of contact as operation requirements demand. The contractor shall test and calibrate each boiler per the AERCO User Manuals as outline in Section VII and IAW with any updates to Manufacture Manuals. The contractor shall provide full documentation consisting of: Company service invoice, combustion analysis reports, and checklists provided by the Engineering Utility Systems Supervisor. Maintenance records shall be filled out by contractor and maintained by the VA for historical and tracking purposes. Security Accreditation Package is not required, and the Certification and Accreditation (C&A) requirements do not apply. (Quote Item 2/X002) 24-Hour Emergency Service Calls: The VA is a 24/7 Medical Center and during the winter months it is imperative that these boilers remain fully mission capable. Contractor will be required to respond to 24-hour service calls throughout contract performance period. Contractor will be expected to be on site within 8 hours after call is received. Contractor quote should itemize cost per each emergency service call. A total of no more than five (5) emergency service calls are anticipated per calendar year and should be included in quote. If five (5) emergency service calls are exceeded per calendar year, the initial quoted itemized cost per each will be the set price for compensation to the contractor for additional emergency service calls. Again, for the purpose of submitting a quote, include pricing for a total of five (5) service calls for SLIN X002-AA which will be billable upon execution of an emergency service call. On the cost per labor hour SLIN X002-AB enter rate for a total of one (1) labor hour which will establish the rate per hour for emergency repairs (See CLIN structure in Price/Cost Schedule). This labor hour pricing shall be used to determine total cost of repair to failed system as outline on recommended findings. The contractor shall troubleshoot failed system and recommend their findings (parts/labor) to the Utility Systems Supervisor. The Utility Systems Supervisor will be responsible for approving emergency repairs and providing Government Furnished Parts as deemed necessary to repair failed system. Once the replacement component(s) are furnished the contractor shall replace them and retest the failed system. As a contingency, if the Utility System Supervisors deems the replacement parts to be outside his/her approval level, they will request approval through Contracting for these repairs by submitting an order request with parts under SLIN X002-AC. REQUIREMENTS/STANDARDS/REGULATIONS: All services performed must meet manufacturers performance and technical specifications, Federal Regulations, VA Regulations, and specifications of the following organizations: In addition to all the requirements included in the AERCO Instruction Manual, the installation of units must conform with local building codes, or, in the absence of local codes, ANSI Z223.1 (National Fuel Gas Code Publication N0. NFPA-54). Where ASME CSD-1 is required by local authority, the installation must conform to CSD-1. NFPA 70, National Electrical Code. NFPA 70B, Recommended Practice for Electrical Equipment Maintenance. NFPA 70E, Standard for Electrical Safety for the Workplace. International Electrical Testing Association, Inc. (NETA) Maintenance Testing Specifications for Electric Power Distribution Equipment and Systems. American National Standard Institute (ANSI) Occupational Safety and Health Requirements (OSHA) Part 1910 Subpart J The control of hazardous energy (lockout/tagout) (1910.147), OSHA Part 1910 Subpart S Electrical (1010.301 1910.399), and Safety and Health Regulations for Constructions Part 1926 Subpart K Electrical (1926.400 1926.499). Operating/Maintenance manuals, and specifications of the electrical equipment to be maintained and tested. These documents may be obtained from the VHA Medical Center, or the equipment manufacturers. All test and inspection data shall be tabulated and presented in a format, which complies with NEC, ANSI, and VA standards. The Contractor shall submit five copies of all inspection and test reports as required by the Department of Veterans Affairs at Lexington, KY within 20 days of the inspection.
