- Description: Peace Corps (PC) seeks US Citizen candidates experienced in network and systems administration, customer technical support, computer security coordination, business analysis, and information management to work as a full-time personal services contractor Information Technology Specialist (ITS) at Peace Corps/Viet Nam.� The ITS will work from the Peace Corps/Viet Nam office located in Hanoi, Viet Nam to provide the Peace Corps/Viet Nam post with Tier-I technical coverage and ensure strict compliance with IT Security policies and mandates.� If the selected candidate does not presently reside in Viet Nam, relocation to Viet Nam is required. Peace Corps, at its discretion, may fill other full-time ITS personal services contractor position(s) in Viet Nam or at other overseas Peace Corps posts worldwide which may materialize within the six months following the closing date of this advertisement.� Conversely, Peace Corps may choose not to fill any openings as a result of this advertisement.� Any position(s) are contingent on the availability of funding and continued need. See attached Statement of Work for complete description of responsibilities. Working Conditions: The anticipated personal services contract will be awarded to an individual for a one (1)-year period with three (3) or four (4) one (1)-year option periods, exercisable by the Peace Corps based on satisfactory performance, availability of funds, and continued need.� The contract will be for full-time work (260 work days authorized per contract year, 40 hours of work minimum per week). �The ITS may be required to respond to off-hour calls or attend off-hour meetings (i.e. nights, weekends, and holidays) related to their position and may be required to carry the duty phone.� The selected applicant(s) must follow all health and safety guidelines (including COVID-19 protocols such as masking, social distancing, hand hygiene, submitting to temperature or other health checks/screenings and/or testing, following quarantine requirements, and following vaccination mandates, etc.) �as specified by the position by the Peace Corps. Compensation and Benefits: Pre-tax compensation will be negotiated within the pre-determined gross compensation range of USD 87,263 � USD 158,150/year at the discretion of the Peace Corps Contracting Officer. Items of consideration may include salary history and experience. Benefits will be offered for this position in accordance with guidance provided by Peace Corps' Sub-Office of Acquisition and Contract Management and may include items such as housing and basic utilities in Viet Nam, reimbursement for health insurance premiums, and paid vacation and sick leave.� If the selected candidate does not presently reside in Viet Nam, relocation costs for the contractor and their authorized dependents (up to maximums specified in the resulting contract) will be covered by Peace Corps. Required Qualifications: * United States Citizenship * Ability to relocate to Viet Nam and work from the Peace Corps/Viet Nam office for the duration of the contract. * The contract award will be subject to the contractor's successful completion of a background security investigation and receipt of a Secret clearance.� This clearance must be maintained by the contractor for the duration of the contract. * The contract award will be subject to the contractor and any authorized dependent(s) accompanying them in Viet Nam�s successful completion of a medical evaluation and receipt of a Department of State medical clearance appropriate for Viet Nam.� This clearance must be maintained by the contractor and any authorized dependent(s) accompanying them in Viet Nam for the duration of the contract. � * The contract award will be subject to the contractor successfully registering in the System for Award Management (www.sam.gov).� This registration must remain active for the duration of the contract. * At least one year of experience with the administration of computer systems and training/work experience using Windows Servers. * Ability to communicate effectively orally and in writing in English. All candidates found to be technically qualified upon initial application review will have the paper application materials they submitted reviewed further in accordance with the following evaluation criteria: *�Knowledge of computer equipment operations; hardware and software technology; technical aspects of analysis, computer applications, telecommunications and management advisory services; comprehensive knowledge of systems analysis and design techniques. * Technical skills to troubleshoot, diagnose and resolve hardware and software problems, to maximize the capabilities of Post computer resources. * Good interpersonal skills to resolve priority issues, system limitations, down time, etc., with key officials, and to develop and maintain two-way communications and promote computer services. The most highly ranked candidate(s) following the paper application review process described above will be invited to complete one or more interview(s), which will cover, at a minimum: * The applicant�s training, skills, and/or experience in the areas specified in the Statement of Work. * The applicant�s accuracy and/or style when responding to scenarios and/or problem statements. * The applicant�s English proficiency and professional comportment during the interview. The highest ranked candidate(s) following the interview(s) will have their references checked and/or past performance reviewed.� Past performance information may be obtained on both hard skills (i.e. technical experience and expertise, quality and timeliness of work product produced, etc.) and soft skills (i.e. professional judgment, professional demeanor, leadership abilities, ability to work as a member of a team, etc.). Based on the outcome of those additional application reviews, interview(s), and/or reference checks/past performance review, a candidate will be tentatively chosen to fill the ITS personal services contractor position at Peace Corps/Viet Nam.
