This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. The Government intends to use simplified acquisition procedures for evaluating quotes and awarding the resulting purchase order in accordance with FAR 13.106. 2. This solicitation is being issued as a Request for Quotation (RFQ). 3. This solicitation document and incorporated provisions and clauses are those in effect through: ����������� Federal Acquisition Circular ���������������������������������������� ����������� 2021-07 effective 10 Sep 2021 4. This is a full and open requirement. 5. The North American Industry Size Classification System (NAICS) code associated with this requirement is 721110. 6. Presently there is no money available for this requirement and any award resulting from this solicitation is subject to the availability of funds IAW FAR 52.232-18. 7. The Service Contract Labor Standards Statue will be applicable to the Childcare portion of this requirement.� The Wage Determination shall be based on the county in which the venue is located for this event. REQUIREMENT INFORMATION Description: The Contractor shall provide services to support Yellow Ribbon Event, including lodging, meeting space, meals, audio/visual, additional support items, parking, airport shuttle service and COVID-19 safety precautions. As prescribed in FAR 12.301(b)(1), the following addendum is provided for this solicitation and hereby amends any language therein: - Quoted amounts need to be net prices without tax - The Government reserves the right to award on an ""All or None"" basis - Quotes, attachments, and all other correspondence as listed in this solicitation must be emailed to all points of contact (POCs) - All questions are to be submitted in writing by 20 Oct 2021 - Quotes are due by 28�Oct 2021 @12:00 PM MDT - Quotes shall not exceed 10MB in size - The anticipated award date is 04 Nov 2021 - If a third party vendor quotes on this requirement and is awarded the resulting purchase order, they must have representatives on site to interface with venue personnel EVALUATION CRITERIA FAR Provision 52.212-2, Evaluation -- Commercial Items, applies to this acquisition. As prescribed in FAR 12.301(c), the following addendum is provided for this solicitation and hereby amends any language therein: The Government will award a contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered. Award shall be based on all or none and best value to the Government. The Government may award without discussions; however, the Government reserves the right to conduct discussions if deemed in the Government's best interest. Quotes will be evaluated on price, offeror's ability to meet the venue requirements listed in the statement of need, and past performance based on a review of FAPIIS and SPRS. Award will be based on the offer that represents the best value to the Government. NOTE: The Government will perform a comparative evaluation (comparing quotes to each other) to select the contractor that is best suited and provides the best value, considering the evaluation factors in this solicitation. No adjectival ratings will be assigned to the evaluation factors. The award will be based on price and other factors as listed above. The lowest priced offer may not necessarily represent the best value to the Government.
