- Update 2:� Added Interested Parties List (Attachment) 10/27/2021 Update 1:� Added IMOR Industry Day Charts to the Attachements/Link section for potential offierors to review. The Institutional Maintenance Operations & Repair (IMOR) procurement will be a consolidation of two existing contracts: Glenn Facility Operations Repair and Maintenance 2 (FORM 2) and Central-Process Recertification, Operations, and Maintenance (CROM). The FORM 2 incumbent contractor is Wolf Creek Federal Services (WC), a Small Disadvantaged Business. FORM 2 contract was awarded as a competitive Small Business set aside. The CROM incumbent contractor is Manthia Technologies, Inc, a Small Business. CROM was awarded as a full and open competition procurement. Both contracts are to support the daily operations of the Glenn Research Center (GRC) including testing facilities. The NASA GRC has a requirement for Institutional Systems and Central Process Systems (CPS) operations, maintenance, repair and recertification services. The majority of the services required under this solicitation are for the GRC Lewis Field (LF) campus, but there are selected services required at Neil A. Armstrong Test Facility (ATF) as well. The NASA GRC encompasses two sites: LF in Cleveland, Ohio and ATF in Sandusky, Ohio. GRC LF is comprised of 298 acres and includes 79 active buildings and 92 structures and systems (electrical substations, large compressors/exhausters, distributed control, cooling towers, underground utilities, etc.). The buildings at LF enclose a total of 2.25 million square feet of floor area which consists of Propulsion & Aerospace R&D Test Facilities (63%), Administrative Offices (27%) and Warehouse/Storage/Shop Area (10%). Currently, 70% of these facilities are 60 years old or older. GRC ATF is comprised of 6,377 acres and includes 130 active buildings and 39 structures and systems. The buildings at ATF enclose a total of 584,000 square feet of floor area which consists of Propulsion and Aerospace R&D Test Facilities (42%), Administrative Offices (14%) and Warehouse/Storage/Shop Area (44%). Currently, 70% of these facilities are 60 years old or greater. The IMOR contract shall furnish all labor, supervision, tools, materials, equipment, transportation, and management necessary for the operation, maintenance and repairs of Institutional Systems and CPS. This includes operations, maintenance and repair of CPS equipment, high voltage electrical substations, cryogenic systems, institutional buildings, systems, structures, grounds, and paved surfaces at the NASA GRC LF Campus and selected services at ATF. It also includes certification services for all pressurized vessels & systems at LF and ATF campuses. Contractors shall utilize NASA Policy Requirement 8831.2E Facilities Maintenance and Operations Management as an advisory document for all provided services. Offerors are advised to read all requirements contained herein and in the dRFP.
