Solicitation Number: 36C79121R0009 WAS CANCELED. Pre-solicitation Notice Solicitation Number: 36C79121R0015 Transcutaneous Electrical Nerve Stimulation (TENS) Units and Accessories THIS IS A PRE-SOLICITATION ANNOUNCEMENT IS TO RAISE AWARENESS FOR POTENTIAL OFFERORS. THIS IS NOT A SOLICITATION FOR OFFERS AND NO CONTRACT WILL BE AWARDED FROM THIS ANNOUNCEMENT. THIS IS NOT A REQUEST FOR PROPOSALS AND DOES NOT BIND THE GOVERNMENT TO AWARD ANY CONTRACT. The Department of Veterans Affairs (VA) Prosthetics and Sensory Aid Service (PSAS) has a need for Transcutaneous Electrical Nerve Stimulation (TENS) Units and Accessories. Each unit shall include Rechargeable Batteries, Battery Charger, belt clip, Storage Pouch and a package of Four (4) 2x2 self-adhesive, reusable electrodes. The objective of this procurement is to ensure availability and consistency of products for nationwide usage and to obtain volume-based, standardized pricing by establishing enterprise-wide IDIQ contract. The Government desires to continue the practice of reducing costs by standardizing the ordering of products and sources of supply while, simultaneously, balancing clinician considerations for obtaining quality products. The commodities to be acquired are Transcutaneous Electrical Nerve Stimulation (TENS) and the TENS Accessories. The goal is for the Transcutaneous Electrical Nerve Stimulation (TENS) Unit and Accessories is to be utilized through Primary Care for Veterans being cared for outside of the hospital. Transcutaneous Electrical Nerve Stimulation (TENS) Unit and Accessories must meet International Standards Organization (ISO) and International Electrotechnical Commission (IEC)_ standard 60601-1-11 or current standard in effect. We anticipate issuing a Request for Proposals (RFP) approximately October 11, 2021 at beta.SAM.gov, but all dates in this notice are subject to change. Any amendments applicable to the solicitation will be posted at the same site. To take advantage of business opportunities with the Department of Veterans Affairs, you must register your firm with the System for Award Management (SAM) at beta.SAM.gov | Home AND in the VetBiz database if applicable, (VetBiz registration is required for Service Disabled Veteran Owned Small Businesses or Veteran Owned Small Businesses) under the applicable NAICS. Registration is free and potential contractors are encouraged to visit the SAM website as no contract can be awarded to any offeror not registered in SAM. The VA intends to award a firm fixed-price, Indefinite-Delivery, Indefinite-Quantity (IDIQ) contract(s). Resulting award(s) will consist of a one-year (1) base with four (4), one(1) year options. Any award will be based on the best value to the Government. This requirement will be solicited as a Full and Open procurement that will consider past performance and price in the award decision; these evaluation factors are subject to change. Final evaluation factors will be defined in the solicitation.
