- 1.� GENERAL This sources sought is being issued by the Naval Air Systems Command (NAVAIR).� The Navy Tactical Airlift Program Office (PMA-207) is seeking eligible business firms who are capable of providing an Engineering Change Proposal (ECP) and substantiation documentation to convert T56-A-16 to the T-56-A-16A engine design configuration (Series (S) 3.5), a Rolls Royce proprietary product. The S3.5 design change consists of a kit of upgraded components within the power section, to include compressor blades, turbine wheels, and turbine blades/vanes/shrouds. The S3.5 engine is currently installed on United States Air Force (USAF) and National Oceanic and Atmospheric Administration (NOAA) T56-A-14A engines. This effort also consists of providing validation and verification documentation/data, configuration management requirements and support of the T56-A-16A configuration, evaluating and revising supporting documentation created for the T56-A-15A engine, and creating unique supporting documentation as required for the T56-A-16 upgrade. The results of this Sources Sought Notice will also be used to determine if any Small Business Set-Aside opportunities exist.� All Small Business Set-Aside categories will be considered.� In addition, this market research tool is being used to identify potential and eligible firms, of all sizes, prior to determining the method of acquisition.� � The Government will review industry responses to this sources sought in order to determine whether it is appropriate to issue a competitive solicitation on an unrestricted basis or sole source award to Rolls Royce North America Technologies Inc., Indianapolis, IN. Rolls Royce is the original equipment manufacturer (OEM) and only company that contains the proprietary data required to produce the ECP and technical documentation. ANTICIPATED CONTRACT TYPE The anticipated contract type is Firm Fixed Price (FFP). 4.
