- MARKET SURVEY QUESTIONNAIRE BRADLEY A4 Full-Up Power Packs (FUPPs) � Objective: This request is a market survey questionnaire intended to obtain information about industry capability to produce�(6) Bradley Fighting Vehicle Systems (BFVS) A4 Full-Up Power Packs (FUPPs) covering the time period of FY23-FY24, to be awarded on a Firm-Fixed Price(FFP) basis. PRODUCT DESCRIPTION:� The Program Executive Office for Ground Combat Systems (PEO GCS), Project Manager Mounted Armored Vehicles (PM MAV) is conducting a market survey to identify, as potential sources, companies that may possess the expertise, capabilities, and experience to competently respond in providing�(6) Bradley Fighting Vehicle Systems (BFVS) A4 Full-Up Power Packs (FUPPs). The Requirement: The Program Executive Office for Ground Combat Systems (PEO GCS), Project Manager Mounted Armored Vehicles (PM MAV) requires (6) Bradley Fighting Vehicle Systems (BFVS) A4 Full-Up Power Packs (FUPPs). Details on the item to be procured: Nomenclature: Power Unit, Diesel 675 HP, Removable (Full FUPPs) P/N: 12572318 Cage Code: 19207 Note: Technical Data Package (TDP) (drawing number 12572318) will be provided as an attachment. The configuration of the BFVS A4 FUPP is defined as follows: The A4 FUPP is an assembly of multiple down part assemblies which make up the vehicle power unit. The assemblies which make up the vehicle power unit are the: Power unit electrical assembly Engine assembly (USG GFM) Power Take-Off (PTO) assembly Transmission assembly (USG GFM) Cooling System assembly Per the US Government (USG) Technical Data Package for the BFVS A4 FUPP, certain items within assembly are source controlled items with technical data rights owned by each items Original Equipment Manufacturer (OEM). Significant items within A4 FUPP which are source controlled items are the engine and the transmission. Clarification of this Action. This request is a Market Survey. It is an inquiry intended to measure the level of industry interest in determining the appropriate acquisition strategy for a potential future acquisition. This Market Survey neither constitutes a Request for Proposal or Invitation to Bid, nor does it restrict the Government to an ultimate acquisition approach. Additionally, as a Market Survey, this inquiry does not bind the Government to solicit for or award a competitive contract. Participation in the survey is also wholly voluntary on the part of the contractor, as no reimbursements will be made to any contractor for ANY costs associated with their participation in the survey. Data submitted in response to this market survey will not be returned. Lastly, participation in this Market Survey, while important to Army acquisition planners, is neither mandatory nor is it requisite to future participation by the contractor in this or a similar contract RFP. You may address any part or portion of this Market Survey. However, the Government reserves the right to solicit for all or parts of these requirements in the best interest of the Government. Disclaimer The United States Government (USG) is not obligated to protect unmarked data. Nor is the Government obligated for like data in possession of third parties or for data which is afterwards placed in the public domain by the contractor or by third parties through no fault of the USG. Pursuant to this statute, the USG is willing to accept any trade secrets or proprietary restrictions placed upon qualifying data forwarded in response to this survey and to protect such information from unauthorized disclosure, subject to the following: Qualifying data must be clearly marked PROPRIETARY and be accompanied by an explanatory text so that the Government is clearly notified as to exactly what data so qualifies. Mark only data that is truly confidential. Do not mark data that is already in the public domain or is already in possession of the USG or third parties on an unclassified basis. Proprietary data transmitted electronically must have the PROPRIETARY legend on both the cover of the transmittal e-mail as well as at the beginning of the file. Proprietary information contained within the correspondence shall use the legends: �PROPRIETARY PORTION BEGINS� and �PROPRIETARY PORTION ENDS.� � Assumptions. The United States Government (USG) may not furnish a complete Technical Data Package (TDP) for the identified requirement. The contractor is expected to tell USG what information is needed to accomplish each task. � Scenario. The requirement for this proposed contract is to provide logistics, engineering, and software integration for the Bradley A4 FUPPs. Below each subpart, please provide a response based on your experience in the area, knowledge of subject matter, and manpower capabilities. � Contractors who deem themselves qualified; please take the time to respond to the questionnaire below. We are interested to see who is capable and experienced in meeting any or all areas of interest. Please highlight any efforts in the past when you have performed full assembly and integration of a combat or non-combat vehicles FUPP. Identify your lead time from contract award to delivery of the initial Bradley A4 FUPPs. Please provide supporting rationale for your response. � Cybersecurity: Confirm your company abides by DoD Cybersecurity Risk Management Framework and DFARS. Please describe your experience with the protection of Classified and Controlled Unclassified Information and Supply Chain Risk Management down through your tiered suppliers. Provide documentation that shows adherence to DFARS 252.204.7008, Compliant With Safeguarding Covered Defense Information Controls. Provide documentation that shows adherence to DFARS 252-239-7018, Supply Chain Risk Management.
