W9128F22R0008 PROCUREMENT TYPE:� Pre-solicitation TITLE:� SOF Tactical Equipment Maintenance Facility, Fort Carson, CO CLASSIFICATION CODE:� Y -- Construction of structures and facilities NAICS CODE:� 236220 -- Commercial and Institutional Building Construction PSC CODE: Y1EB - CONSTRUCTION OF MAINTENANCE BUILDINGS DESCRIPTION:� On or about 12 November 2021, this office will issue Request for Proposal (RFP) for CONSTRUCTION OF A SOF TACTICAL EQUIPMENT MAINTENANCE FACILITY at Fort Carson, Colorado (PN 66326). �The solicitation will close on or about 17 Dec 2021. This solicitation is set aside for 100% SMALL BUSINESS. All contractors must be registered and have an active and verified account in the System for Award Management (SAM) in order to receive a contract award from any DoD activity.� Contractors may access the Internet site at: https://www.sam.gov/ to register and/or obtain information about the SAM program.� Contractors must ensure that the applicable NAICS code 236220 is included in their profile prior to submission of offer. SYSTEM FOR AWARD MANAGEMENT (SAM) REGISTRATION: Please be advised of on-line registration requirements for Contractor Registration and for Representations and Certifications Application which are now located in System for Award Management �SAM� database at https://sam.gov/. The representations and certifications section in SAM are required to be updated annually as a minimum to keep information current, accurate and complete.� The electronic annual representations and certifications are effective for one year from the date of initial submission and expire on an annual basis from the update to SAM. PROJECT DESCRIPTION (approx. quantities): Construct a SOF Tactical Equipment Maintenance Facility (TEMF). The maintenance facility will include oil storage building, vehicle component storage building, and organizational equipment parking. The TEMF shall provide an administration and shop control office, equipment maintenance systems office, weapons vault, shop stock listing room, repair exchange/tech support room, tool issuing/storage room, restrooms, janitorial closet, break/training/conference room, telecommunications room, utility rooms, organizational storage bays, maintenance and repair areas, fluid distribution room, and compressor room. The project shall provide a standalone prefabricated POL/hazardous waste storage building. The equipment maintenance facilities will include bridge cranes, maintenance bays including pits and vehicle lifts, administrative space, and tool storage areas. Construction consists of concrete foundation and floor slab with metal frame structure. Built-in building systems will include fire alarm/mass notification, fire suppression, energy management control, telephone and advanced unclassified and classified communications networks, cable TV, intrusion detection, closed circuit surveillance, and electronic access control systems, and hardened protected distribution system. Department of Defense principles for high performance and sustainable building requirements will be included in the design and construction of the project in accordance with federal laws and Executive Orders. Low Impact Development features will be included in the design and construction of this project as appropriate. Supporting facilities include site preparation, utilities (electrical, water, gas, sanitary sewer, chilled water, and information systems distribution), lighting, vehicle parking, access drives, curb and gutter, sidewalks, storm drainage, landscaping, roads, and other site improvements. Building feature include special foundations required for the expensive soils at Fort Carson. Appropriate cybersecurity measures will be applied to the facility-related control systems in accordance with current Department of Defense criteria. Access for persons with disabilities will be provided. Comprehensive interior design, design of electronic security, and audio-visual services are included. The Contractor will be required to commence work within 10 days after Notice to Proceed (NTP) and complete the work in the proposed number of calendar days (Not to Exceed 365 calendar days) after receipt of NTP.� Provisions will be included for Liquidated Damages in case of failure to complete the work in the time allowed.� Performance and Payment Bonds will be required. The above project description is for information only.� Project scope of work is subject to change. The estimated construction cost of this project is between $10,000,000 and $25,000,000. SOLICITATION EVALUATION CRITERIA: Firms participating in the solicitation will submit technical requirements in accordance with Section 00 22 00 PROPOSAL SUBMISSION REQUIREMENTS, INSTRUCTIONS AND EVALUATION.� Submissions will be evaluated based on a best value approach considering technical elements for evaluation (i.e., Specialized Experience, Key Personnel, Past Performance, and Project Management Plan).� An adjectival method of evaluation will be used to evaluate all technical factors.� Price will be evaluated separately for reasonableness and realism.� A Best Value selection will be considered after reviewing price and technical factors.
