Page 2 of 2 THIS PRE-SOLICIATION NOTICE IS TO INFORM YOU THAT THE SYRACUSE VA MEDICAL CENTER, LOCATED AT 800 IRVING AVE, SYRACUSE, NY 13210, INTENDS TO RELEASE AN INVITATION FOR BID NUMBERED 36C24221B0076 WILL BE POSTING A SOLICITATION ON OR ABOUT OCTOBER 15, 2021 FOR THE REPLACING THE BOILER FLUE GAS VENTS. The Syracuse VAMC existing 4 boilers are locating in the 11th floor mechanical penthouse, the boilers are identical, considered by the manufacturer as category IV gas appliances, same manufacturer, and capacities (4000 MBH). The existing 4 single flue vent piping are single wall vents. The flue gas vents has showed signs of corrosion defects and rusts due to the corrosive effects of condensation within the vents. The VA required that the replacement vents to be manufactured as double wall insulated special gas vents, the inner wall to be manufactured of AL29-4C stainless steel, and the external wall (casing) to be manufactured of 316L or 441 stainless steel, the space between the two walls shall be insulated. The guy wire system to be removed, retained, and reused. The guy wire anchor to stay. The contractor will be responsible on: 1- Conducting Site investigation, verification and measurements taking for all the existing condition and roof opening. 2- Following the boiler manufacturer recommendations in regarding to the special gas vents, sizes and materials. 3- Demolition of the existing approximate 20 ft length of each of the four vertical special gas vents. 4- Providing all the required materials, fitting, connections as specified by the design documents and recommended by the manufacturer. 5- Performing the required installation work, which is includes but not limited to, installing the new special gas vent from the boiler and vertically to the roof, Maintain the existing roof openings to fit the new -manufacturer recommended- vents, install all vent fitting/ accessories (vent thimble, end cab etc.), roof flashing and insulation work to match existing. This procurement will be a 100% set-aside for Service-Disabled Veteran Owned Small Businesses. The NAICS code is 238220. The small business standard is $16.5 Million. The estimated cost range is between $25,000 and $100,000. A 20% Bid Bond must be submitted with the bid. Information regarding the one and only site visit scheduled will be stated in the Solicitation. Solicitation materials consisting of the Information for Bid Details, Specifications, Drawings and Contract Forms will be available on http://www.fedbizopps.gov in electronic format only. All interested parties (subs & primes) should register at http://www.fedbizopps.gov as an ""Interested Vendor"" so that others will know of your interest in participating in this procurement. A Bidder's mailing list, list of interested parties and/or list of attendees at site visits WILL NOT be prepared nor distributed by the Contract Specialist. SOLICITATION AMENDMENTS: Amendments to the solicitation will be posted at http://www.fedbizopps.gov. Paper copies of the amendments will NOT be individually mailed. By registering to ""Add to Watch List""; you will be notified by of any new amendments that have been issued and posted. No other notification of amendments will be provided. Offerors are reminded that they are responsible for obtaining and acknowledging all amendments to this solicitation prior to the time for receipt of offers as prescribed by FAR 52.215-1 Instructions to Offerors - Competitive Acquisition. Important Notice: Apparent successful offerors must apply for and receive verification from the Department of Veteran Affairs Center for Verification and Evaluation (CVE) in accordance with 38 CFR Part 74 and VAAR 819.70 by submission of documentation of Veteran status, ownership and control sufficient to establish appropriate status, offerors must be both VISIBLE and VERIFIED by the Department of Veterans Affairs Center for Verification and Evaluation prior to contract award. Failure to be both VERIFIED by CVE and VISIBLE on VetBiz prior to contract award will result in the offeror s proposal being deemed non-compliant. All offerors are urged to contact the CVE and submit the required documents to obtain CVE verification of their SDVOSB status if they have not already done so.
