Description

NOTICE OF INTENT TO SOLE SOURCE This notice is being published in accordance with Federal Acquisition Regulation (FAR) Subpart 5.101 requiring dissemination of information for proposed contract actions. This is a notice of intent to award a sole source Purchase Order contract and is not a request for competitive quotes/proposals. The statutory authority for this sole source procurement is prescribed by FAR 6.302-1, Only One Responsible Source and No Other Supplies or Services will Satisfy Agency Requirements. Market Research: The Department of Veterans Affairs, Network Contracting Office 1 New England, Regional Procurement Office East on Behalf of Boston Healthcare System requires Synergy XD drug coated bioabsorbable polymer stents for their Cardiac Cath Lab. The Synergy XD has been shown to minimize the processes leading to restenosis within the stented segment of artery, such as inflammation, neoatherosclerosis and late stent thrombosis, a life threatening condition. The Synergy XD is also the only stent available in a 48mm length. This stent will replace the current Synergy stent. It is a more deliverable, particularly from the radial approach. The stent is better designed for strength and flexibility. Very low profile with extended lubricious coating which increases trackability by reducing friction particularly in very tortuous anatomy. Large Business OEM Boston Scientific Corporation is the sole manufacturer of this product. The procurement of this product will additionally ensure standardization of current compatible equipment. Conversations with Boston Scientific representatives who verified and provided written documentation indicating that they were the only source of these products and that they do not sell through any distributors. Recent reviews of similar awards confirm that Boston Scientific provides all Boston Scientific products directly. Rule of 2 not met due to the medical specific nature of the items. The Department of Veterans Affairs, Network Contracting Office 1 New England, Regional Procurement Office East intends to purchase Synergy XD heart stents on behalf of Boston Healthcare System. This purchase order will be a sole source award to Boston Scientific Corporation on or about 5 November 2021. The North American Industry Classification System (NAICS) code for this requirement is: 339112 Surgical and Medical Instrument Manufacturing. The Size Standard for this NAICS code is 1,000 Employees. This notice is not a request for proposals or quote. However, all responsible sources may submit a capability statement demonstrating the ability to provide the requested services, which shall be considered by the agency before the intended award date. Interested sources who submit data are responsible for appropriately marking information if it is proprietary in nature. The Government shall not reimburse interested sources for any information provided. No requests for capability briefings will be honored. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government.
