- In accordance with Federal Acquisition Regulation (FAR) 52.215-3, ""Request for Information for solicitation planning purposes"", this sources sought is for information and planning purposes only.� This notice shall not be construed as a solicitation or as an obligation on the part of the US Army Medical Research Institute of Chemical Defense (USAMRICD) nor the US Army Medical Research Acquisition Activity (USAMRAA). This notice is not a request for proposal nor quote, nor a invitation for bid, nor does it restrict the Government to an ultimate acquisition approach.� This notice for information is not a commitment by the Government.� Responses to this notice are solely the responsbility of the respondee; no expenses will be paid by the Government.� No evaluation letters will be issued to respondents therefore; no requests for a copy of a solicitation nor telephonic calls will be honored.� Is a solicitation through this electronic forum, it is the responsbility of the potential offeror to monitor this site for the solicitation. Background:� The USAMRICD developed the ChemDX test system for the detection of exposure to chemical warfare nerve agents in austere envirnoments on far-forward battlefields.�� Objectives and Purpose:� The USAMRICD is seeking information for the development of molecularly imprinted polymer (MIP) based sensors for the detection of norfentanyl, norcarfenanil, and remifentanil acid in biological samples such as blood, urine, and plasma.� The MIPs will be used for confirmatory testing and will allow fo the contiuned development, optimization, and refinement of the previous MIP sensor.� The draft performance work statement (PWS) is attached for further information. SUBMISSION REQUIREMENTS FROM THIS NOTICE:� Interested firms are encouraged to submit a white paper (statement of capabilities) in response to this notice even if the product does not meet all of the requirements a this time.� White papers should address: -A description of a firms ability to develop MIP sensors for the detection of norfentanyl, norcarfenanil, and remifentanil. -A description of past performance performing the same or similar research for either the Department of Defense (DoD), other federal agencies, or the open market.� The description shall include a point of contact where the research was performed for, a description of the work performed, and the place of performance. -A description of current MIP sensors and what opioids they are curerntly being used to detect. Interested firms shall submit 1-3 page white paper for each appropriate product.� The white paprer should include ""W81XWH22R0005 MIP Sensor for Detection of Norfentanyl"" on all document and contain a point of contact/email address/phone number�to answer questions from the Government regarding the white paper.�� All responses received to this notice that are marked ""proprietary"" will be handled accordingly.� RESPONSE DUE DATE:� Interested parties shall submit the response electronically by 11 November 2021 at 4PM Eastern time to Michael Ursone at michael.a.ursone.civ@mail.mil.
