Description
Systems Engineering and Technical Assistance (SETA) Support Services Request for Information (RFI) The U.S. Army Contracting Command-Rock Island (ACC-RI), Rock Island, IL 61299 on behalf of Program Executive Office (PEO) Enterprise Information Systems (EIS) Business Mission Area (BMA), is conducting market research to identify potential sources capable of Cloud migration efforts and support with the Enterprise Resource Planning (ERP) modernization/convergence efforts. The purpose of this market research is to obtain current information on the capability of businesses to provide SETA Support Services to meet the BMA�s requirements and to enable PEO EIS Cloud migration efforts and support on the Army�s Enterprise Business Systems, Enterprise Resource Planning (ERP) modernization/convergence efforts, of Logistics Modernization Program (LMP), Global Combat Support System-Army (GCSS-ARMY), General Fund Enterprise Business Systems (GFEBS), GFEBS-Sensitive Activities (GFEBS-SA), and Army Enterprise System Integration Program (AESIP) HUB. Responsibilities include incident and problem resolution, configuration and development of approved enhancements, leading business process re-engineering efforts across the Army�s enterprise business systems, convergence of multiple solutions supporting the same business process into a single Enterprise Instance for all business systems, and implementation of centralized multi-Cloud management to report and control Cloud cost and performance. The requirement must provide full time employees, supporting PEO EIS with access to a Cloud Lab, and various labor categories to include System Applications and Products (SAP) in Data Processing ERP Subject Matter Experts (SME)s, Cloud Architects, and CyberSecurity SMEs, in the Washington DC area. To be considered a capable source for this effort, interested contractors must show adequate technical capability and experience to provide the SETA Support Services requirements with a 12-month base period of performance (POP) beginning immediately after date of contract award followed by one (1) 12-month option period. A respondent must have adequate resources (technical, facilities, equipment, personnel, etc.) available to include an ERP Lab. The respondent must be able to demonstrate that they can provide all items and be able to meet the POP. Resources required include, but are not limited to: Enterprise Architects (experts with 25+ years of PEO EIS experience) Cloud Architects and Engineers (experts with 12+ years of PEO EIS experience) Cyber Security engineer and accreditation experts (experts with 25+ years of relevant experience) Program / Project Managers (experts with 25+ years of PEO EIS experience) Financial and Audit experts (experts with 22+ years of PEO EIS experience) Enterprise Resource Planning experts (experts with 25+ years of PEO EIS experience) ServiceNow engineers (experts with 5+ years of relevant experience) IT Cost Estimators (experts with 20+ years of PEO EIS experience) IT Acquisition Consultants (experts average 15+ years of relevant experience) Required Certifications: Enterprise Acquisition Support DAWIA Life Cycle Logistics up to Level III Certified Cost Estimator/Analyst Certified Federal Contracts Manager FinOps Cloud�Practitioner� Business System Cloud Migration in support of HQDA EXORD 009-20 ARMY DATA PLAN IMPLEMENTATION IN SUPPORT OF CLOUD MIGRATION AWS Certified Solutions Architect SAP HANA Certified Application Associate Project Management Professional (PMP) Certified Scrum Master Enterprise Service and Program Management Platform in support of PEO EIS effort to consolidate processes and systems ITIL Certifications � Foundation Service Lifecycle Management Continual Service Improvement Project Management Professional (PMP) Certified Scrum Master Enterprise Business System Modernization and Convergence SAP R/3 SAP OS/DB Migration Certified Consultant Demonstrated Master Logistician from International Society of Logistics Project Management Professional (PMP) Certified Scrum Master Professional SCRUM with KANBAN Professional Agile Leadership PEO EIS DASM Audit Response Certified Public Accountant (CPA) Cybersecurity and Infrastructure Security Agency (CISA) Certified Information Systems Security Professional (CISSP) Certified Defense Financial Manager (CDFM) DAWIA Life Cycle Logistics up to level III Additionally, respondents must have SMEs with a minimum of secret security clearances, and experience working in classified environments.�� Respondents must also have a live, fully functional ERP Lab, replicating the current Army Enterprise Business Systems environment, that the Government can leverage to test and analyze new vendor products (including non-SAP solutions) and capabilities before a decision is made to move ahead with the procurement of the products. The lab must enable the Government to test interconnectivity between the different toolsets and the dynamic scaling within the Cloud infrastructure. Hybrid Cloud scenarios between Amazon Web Services, Azure and On-premises instances must also be available prior to making critical systems architecture decisions. Respondents must have approved product vendors with the necessary access to this ERP Cloud lab infrastructure to install and configure their products in order to demonstrate and prove the functional and technical product capabilities to the Government. Response will be reviewed for potential Organizational Conflict of Interest. Interested contractors should submit the following information: Name of Company, Address and Contact Information Company size (please specify as either a Large Business, Foreign-Owned Business, Small Business, Small Disadvantaged Business, 8(a) Concern, Woman-Owned Small Business, Historically Underutilized Business Zone concern, Veteran-Owned Small Business, or Service-Disabled Small Business). CAGE code, if available. A brief summary of the company�s capabilities; to include a description of technical skills/abilities, ERP Lab, and personnel experience as it relates to SETA Support Services. Detail plan for hiring and having staff available immediately to meet contract needs for POP. The ability to meet the 12-month POP beginning two (2) weeks after date of contract award followed by three (3) 12-month option periods. Description of the existing Quality Assurance System. A list of contracts currently held with the Government; to include the contract number and contract vehicle for carrying out contract (CHESS, ESI, SEWP, GSA, etc.). Any other additional information that may be useful to the Government if it chooses to go forward with a request for quote (RFQ). The U.S. Government will not accept contractor submissions longer than eight (8) typed pages with 12-point font and 1-inch borders. This market research is for planning purposes only and shall not be construed as a RFQ or as an obligation on the part of the U.S. Government. The U.S. Government does not intend to award a contract on the basis of this market research or otherwise pay for the information provided.
