- The National Park Service has a requirement for the following project. If you are interested, please submit your detailed capabilities in WRITING to demonstrate same or similar experience. This is not a request for proposal or invitation to bid. No proposal package, solicitation, specification or drawings are available with this announcement. Response to this announcement is strictly voluntary; no reimbursement will be made for any costs associated with providing information in response to this sources sought announcement or any follow-up information requests. If you choose to submit a package, clearly identify the park and project on your package (PAIS � Padre Island National Seashore-Replace Obsolete Housing) and identify your socioeconomic status (8(a), HUBZone, Service-Disabled Veteran, WOSB, EDWOSB, and Small). Your email capability information MUST be 6 pages or less and be SPECIFIC to the scope provided. You must also provide a letter from your bonding company verifying your bonding levels as well as your respective DUNS number. Your response is due no later than 4:00 pm Mountain Time on November 15, 2021. The Government anticipates conducting a competitive acquisition for this requirement. The amount of interest or lack thereof will determine the possibility of a competitive set-aside or full and open competition (the size of a small business firm includes all parents, subsidiaries, affiliates, etc.�see 13 CFR 121.108.) Misrepresentation of size status can result in penalties. All firms should be registered and certified in www.SAM.gov. Please refer to the current SBA rules regarding HUBZone firms, effective October 1, 2011. Padre Island National Seashore Replace Obsolete Housing NAICS Code: 236116 Estimated Cost Range: $1Million - $5Million Estimated Period of Performance: Design Development - Approximately 123 Calendar Days and Construction - Approximately 180 Calendar Days Project Description The Contractor will perform design/build, performance-based construction. The project will consist of the design of the demolishing and removal of obsolete modular home, site prep and underground utility work. The project will replace the obsolete units with new housing units as identified below. The modified design will be cost, energy and space efficient and provide necessary code compliant fire protection. Exterior finishes will maximize sustainability and minimize visual intrusion. The new structure will connect to existing above ground and existing utility lines at that location and will provide the required compliance with Architectural Barriers Act Accessibility Standards (ABAAS). The selected firm will utilize the existing NPS housing prototypes. Specifically, the contractor will perform design/build services to accomplish the following: � Demolition of the existing housing unit. � Site preparation. � Replace with (1) Triplex Unit; (3) 2-bedroom/2-bathroom permanent units. (1) modified 3-Plex; (3) 1-bedroom/1-bath seasonal units with a storage unit and a unit for laundry/shower facilities. � 1 unit in each building shall be accessible. � Provide 2-car garages to each of the (3) permanent units. � Provide 10-11 surface parking spaces for seasonal staff, guests and ADA spaces � Re-use existing RV spaces and add new locations for a total of (13) VIP RV spaces. � Upgrade existing sanitary sewer and water systems along with dry utilities to both Housing and RV sites. � Limit grading operations and site improvements to the existing area of disturbance. Firms interested in the project should possess the following specialized skills and experience and address these specialized skills and experience in their responses to this Notice. 1. Experience in the construction of similar complexity and size projects including construction of water, sewer (onsite wastewater treatment system), electrical and telecom utilities; and site civil work to include grading improvements. 2. Experience working/partnering with Architect/Engineering firms on similar complexity and size projects. 3. Experience utilizing the design/build process for projects of similar complexity and size projects with A/E Firms. 4. Experience with multi-family housing construction projects of similar size and complexity. 5. Experience working in a similar environment, including: a. Responsibility for the protection of cultural and natural resources b. Experience working in coastal areas including work in areas prone to flooding and hurricanes. c. Experience working in remote area where material deliveries and worker commutes are difficult. Bonding Capability Interested firms MUST provide a letter from their bonding company to confirm their bonding capacity. DUNS Number Interested firms MUST provide their DUNS number.
