- National Nuclear Security Administration (NNSA) International Nuclear Safeguards Engagement Program (INSEP) This Sources Sought is issued for information and planning purposes only and does not constitute an offer by Battelle to fund, as a whole or in part, the opportunities referenced herein. This Sources Sought does not represent a pre-solicitation synopsis or a solicitation and does not constitute a request for proposal or request for quote. Battelle will not pay for any information or administrative costs incurred in responding to this Sources Sought; all costs associated with responding to this Sources Sought will be solely at the interested party�s expense. Any response received will not be used as a proposal or quote. The responses to this Sources Sought will be reviewed by Battelle and may be used to develop requirements for future needs. OVERVIEW The U.S. Department of Energy (DOE), Pacific Northwest National Laboratory (PNNL) works with partner countries in support of DOE�s International Nuclear Safeguards Engagement Program (INSEP), to: prepare the safeguards infrastructure necessary to support the safe, secure, and peaceful use of nuclear energy; enhance the implementation of International Atomic Energy Agency (IAEA) safeguards, thereby reducing the likelihood of diversion or misuse of nuclear material for non-peaceful purposes; and test and deploy new safeguards technologies to meet current and future safeguards challenges. DOE�s INSEP primarily accomplishes these objectives through engagement with partner countries and organizations around the world. The COVID-19 pandemic has presented INSEP with an unprecedented challenge to further its mission by engaging partners remotely. In response to this challenge, INSEP has adapted its training and engagement approach to leverage virtual content and tools more effectively. INSEP has begun expanding its training resources to include prerecorded video content to suit this new environment. INSEP would like to enlist support from a contractor external to the DOE enterprise to create a short (one to two minute) animated training video that illustrates a principle of international nuclear safeguards implementation. The intent is to demonstrate a safeguards procedure or process; several examples could include showing a regulator how to locate nuclear material in the state or explaining how a state could bring a safeguards agreement into force. Responses to this Sources Sought should address the needs described above while providing additional input in areas that may not be currently considered by the program, where appropriate. Information Requested Responses to this Sources Sought should provide interested parties' capabilities and experience in providing this type of service as well as additional input in areas that may not be currently considered by the program, where appropriate.
