Description
The Missile Defense Agency (MDA) is issuing this third Draft Request For Proposal (DRFP#3) for the Ground-Based Midcourse Defense (GMD) System Integration, Test, and Readiness (SITR) Program.� The SITR contractor will be responsible for integration and testing of an integrated weapon system to include the Next Generation Interceptor, GMD Weapon System, and In-Service Fleet.� The SITR contractor will also provide support to legacy and future GMD ground weapon system operations and sustainment. The purpose of this DRFP#3 is to continue exchanging information to improve understanding of the Government�s requirements and industry capabilities, thereby allowing potential offerors to judge whether or how they can satisfy the Government�s requirements, and enhancing the Government�s ability to obtain quality services. As such, this DRFP does not constitute a promise to issue a Final RFP in the future nor does it commit the MDA to establish a contract for any supply or service whatsoever. The requirements in this DRFP are for the GMD SITR Program.� Participation in this effort is voluntary with no cost or obligation to be incurred by the MDA. All costs associated with responding to this posting will be solely at the respondent�s expense. Additionally, participation in this or future Agency transactions and procurement opportunities is not contingent upon responding to this posting. It is the responsibility of the potential respondents to monitor this site for additional information pertaining to this requirement. Foreign Ownership Exclusion: This DRFP contains classified information. Companies under Foreign Ownership, Control, or Influence (FOCI) will be excluded from contract award unless steps are taken to negate FOCI or mitigate associated risks to the satisfaction of the U.S. Government. In accordance with DoD 5220.22-M, a U.S. company is considered under FOCI whenever a foreign interest has the power, direct or indirect, whether or not exercised, and whether or not exercisable through the ownership of the U.S. company's securities, by contractual arrangements or other means, to direct or decide matters affecting the management or operations of that company in a manner which may result in unauthorized access to classified information or may adversely affect the performance of classified contracts.� � Access to Draft RFP/Bidder�s Library The DRFP/Offeror�s Library, including classified and unclassified documents, is available to Respondents upon request.� Access to the SITR DRFP/Offeror�s Library is restricted to Respondents that have been cleared by MDA Contracting and Security Officials.� Dissemination by Respondents to potential subcontractors will be in accordance with the SITR DD Form 254, which MDA will provide upon access approval.� Subcontractor access is the responsibility of the Respondent. �In order to receive the classified documents, the respondent requires a facility security clearance and level of safeguarding of no less than SECRET. �This requirement shall be flowed down from the Respondent to all subcontractors prior to dissemination of information. � For access requests, Respondents must complete the Document Access Agreement and Request Form and the Contact Information Form. �Please return the completed forms to the Unclassified SITR Email Account (SITR@mda.mil). �Utilize DoD SAFE site as necessary. Companies that submitted the Document Access Agreement Form for GMD Futures Industry Day must resubmit this form. Companies that submitted the Document Access Agreement Form for the SITR RFP/Offeror�s Library do NOT need to resubmit the form. All technical data, computer software, computer software documentation, and programmatic and operational information provided by the MDA is in an ""as is"" condition without any warranty as to its accuracy, completeness, or adequacy. The respondent shall use this technical data at its own risk. The MDA assumes no responsibility for such data/documentation nor will the MDA have any liability should such data/documentation prove to be inaccurate, incomplete, or otherwise defective. The recipient shall adhere to and properly control all documents according to the security classification, technical data, computer software, computer software documentation, distribution, privileged or confidential markings as they appear on the various documents. The DRFP/Offeror�s Library consists of an additional set of documents for the SITR Draft RFP#3, unclassified and classified, identified by the Government as necessary for transitioning the DSC. �If the DRFP/Offeror�s Library contains multiple versions of a document, the most recent version of the document supersedes all previous versions. Draft RFP Responses: Responses are due no later than 4:00 pm Central Time on November 17, 2021.� Late submissions will not be accepted.� Hardcopy responses will not be accepted.� DRFP responses should be in the form of a comment and primarily focused on contract structure and content (scope), Sections L and M, incentives, and coordination with other GMD contractors. Response Review: The MDA intends to use government and third party, non-government (i.e., contractor) support personnel as subject matter experts in the review of responses received, including the review of any marked or unmarked proprietary information provided. Appropriate nondisclosure agreements will be executed between the third party, non-government support personnel and the MDA. As a general policy, contractors, which provide advisory and assistance services to the Agency, particularly in the engineering, acquisition support, and quality functional areas, cannot develop or support the development of the Agency�s procurement efforts. This separation of contractual responsibilities is critical to ensuring the Agency obtains independent and objective advice. Submission of a response under this DRFP constitutes a grant of authority by the respondent to the MDA to allow access to these third party individuals to any content of the submission that may constitute material within the ambit of the Trade Secrets Act, 18 U.S.C. 1905. Respondents will not be notified of the results of any review of this DRFP; however, the Contracting Officer may request clarification of submissions.� Responses can be in the form of a comment and shall include the pertinent document name, document date, specific page, paragraph, or other definitive citation. The Government will not publish the comment or provide direct responses as is typically the case.� Due to time constraints, the Government will either provide a response by updating the appropriate draft documents via redlines (in MS Word) and provide the updated documentation via DoD SAFE or will provide a final RFP. Marking: Proprietary information is neither sought nor desired by the MDA.� If proprietary information is submitted, it must clearly be marked ""proprietary"" on every sheet containing such information and the proprietary information must be segregated to the maximum extent practicable from other portions of the response (e.g., paragraph markings, image markings, or use an attachment or exhibit). Respondents are responsible for adequately marking proprietary information contained in their response.� Do not send any classified information. The Freedom of Information Act (FOIA) and its amendments have resulted in an increasing number of requests for copies of industry documents submitted to federal agencies. If a respondent�s submissions contain information that he/she believes should be withheld from such requestors under FOIA on the grounds that they contain �trade secrets and commercial or financial information� [5 USC�552(b)(4)], the respondent should mark its submissions in the following manner: The following notice should be placed on the title page: �Some parts of this document, as identified on individual pages, are considered by the respondent to be privileged or confidential trade secrets or commercial or financial information not subject to mandatory disclosure under the FOIA. Material considered privileged or confidential on such grounds is contained on page(s) [enter page number(s)].� Each individual item considered privileged or confidential under FOIA should be marked with the following notice: �The data or information is considered by the submitter to be confidential or privileged, and is not subject to mandatory disclosure under the Freedom of Information Act.� Any comments and questions must be emailed to: SITR@mda.mil, Mr. Stephen Fantasia at Stephen.fantasia@mda.mil, Ms. Lauren McMinn at Lauren.mcminn@mda.mil, and Mr. Andre Leslie at Andre.Leslie@mda.mil.
