Special Operations Forces Requirements Analysis, Prototyping, Training, Operations and Rehearsal Phase 2 Bridge Contract Notice of Intent to Award Sole Source Intent of the Notice: The US Army Contracting Command � Orlando (ACC-Orlando), in support of the United States Army Program Executive Office for Simulation, Training, and Instrumentation (PEO STRI) intends to negotiate a contract with Raptor Training Services, LLC on a sole source basis to provide Special Operations Forces Requirements Analysis, Prototyping, Training, Operations and Rehearsal (SOF RAPTOR) support. Raptor Training Services, LLC, as the incumbent contractor and according to Government market research, is the only responsible source to accomplish the aforementioned support without incurring unacceptable delays that would degrade combat effectiveness, readiness, and the survivability of SOF, US Army and Other Government Agencies (OGA) personnel. This Indefinite-Delivery, Indefinite-Quantity (IDIQ) bridge contract is anticipated to consist of a six (6) month base ordering period with two (2) additional six (6) month ordering period options. The total ordering period for this IDIQ, if all options get exercised, is 18 months. The SOF RAPTOR III contract, W900KK-14-D-0001, a single-award IDIQ contract, was competitively awarded to Raptor Training Services, LLC on 13 February 2014 to provide SOF RAPTOR support on behalf of the Product Manager (PdM) Special Operations Forces Training Systems (STS) under PEO STRI. This contract�s ordering period ended on 12 November 2019. The follow-on SOF RAPTOR IV contract, W900KK-20-D-0005, a single-award IDIQ contract, was competitive awarded to F3EA, Inc. on 15 January 2020 to provide SOF RAPTOR support on behalf of the PdM STS under PEO STRI. No new task orders can be accomplished under this contract, however, due to a Court of Federal Claims (COFC) decision that was made on 02 August 2021. The SOF RAPTOR Phase 1 bridge contract, W900KK-21-C-0031, was noncompetitively awarded on 24 September 2021 to Raptor Training Services, LLC to provide SOF RAPTOR support on behalf of the PdM STS under PEO STRI. This definitive contract was executed pursuant to FAR 6.302-1, Unusual and compelling urgency, and currently ends on 23 September 2022. In order to prevent any lapses in support as well as to continue to provide the ability to execute known and projected critical time sensitive training and mission support requirements that were not coded as unusually urgent and compelling and thus executable under the Phase 1 bridge contract, it is necessary to pursue a second bridge contract (Phase 2) with Raptor Training Services, LLC. In accordance with FAR 6.302-1(a)(2)(iii)(B), a competition for these services would result in unacceptable delays in fulfilling the agency�s requirements. Raptor Training Services, LLC, has been determined the best source positioned to meet the sole source requirements identified above without incurring unacceptable delays that would degrade combat effectiveness, readiness, and the survivability of SOF, US Army and Other Government Agencies (OGA) personnel. Any delay in support would limit, or in some cases prevent, our customer personnel from receiving the necessary mission specific training that is needed to enable the maximum opportunity for mission success. This is unacceptable and would prove hazardous to our personnel as they support operational requirements. Brief Description: Under this SOF RAPTOR bridge contract, Raptor Training Services, LLC will provide critical mission support that directly impacts the operational readiness of the US Army and SOF customers. More specifically, this contract vehicle provides the means for conducting training requirements analysis and advanced concept exploration, rapid prototype development, curriculum development, SOF-specific training and rehearsal exercises, as well as providing support for operation and maintenance functions in support of US Army and OGA requirements. This bridge contract will be executed pursuant to the exception under FAR 6.302-1, Only one responsible source and no other supplies or services will satisfy agency requirements.
