Intelligence and Electronic Warfare Tactical Proficiency Trainer (IEWTPT) Bridge Contract Notice of Intent to Award Sole Source Intent of the Notice: The US Army Contracting Command � Orlando (ACC-Orlando), in support of the United States Army Program Executive Office for Simulation, Training, and Instrumentation (PEO STRI) intends to negotiate a contract with General Dynamics Mission Systems on a sole source basis to provide Intelligence and Electronic Warfare Tactical Proficiency Trainer (IEWTPT) support. General Dynamics Mission Systems (GDMS), as the incumbent contractor and per the Government�s market research, has been determined the only responsible source that can provide the aforementioned support without the Government incurring unacceptable delays in performance. The current IEWTPT contract, W900KK-17-C-0017, was competitively awarded to GDMS on 16 February 2017.� All performance under this contract expires on 15 February 2022.� Planning in support of the follow-on effort began in 2018. In late 2020, HQDA published AR 715-30, Secure Environment Contracting, which required all classified contracts to be administered and executed within SEC facilities. As such, the IEWTPT Increment 2 follow-on acquisition must be executed using secure environment contracting procedures and thus must be executed by a Secure Environment Contract Cell (SSEC) as per the update to AR 715-30. ACC-Orlando is not currently designated as a SSEC and so the competitive requirement was transferred to ACC-Redstone in May 2021. Based on this transfer date, an award of the follow-on contract by February 2022 is not feasible and would result in a lapse in IEWTPT support. As a result, ACC-Orlando must pursue a bridge contract pursuant to the exception under FAR 6.302-1, Only one responsible source and no other supplies or services will satisfy agency requirements. The Period of Performance (PoP) for this effort will be from 16 February 2022 to 15 February 2023. A bridge contract allows for a continuation of support from the incumbent contractor while the follow-on effort is actively being pursued by ACC-Redstone. A lapse in development, accreditation activities, and support to home station sites will significantly impact Military Intelligence readiness and certification. Additionally, IEWTPT requires frequent updates to its security posture via risk management framework (RMF) in order to maintain authority to operate (ATO) designations required to stay connected to home station networks and to maintain relevant with current Military Intelligence and Electronic Warfare tactics, techniques, and procedures. Most importantly, a lapse in support will adversely affect the Soldier and unit readiness. Specifically, any lapse in developmental and concurrency efforts will translate into gaps between IEWTPT capability and operational unit training requirements, including preventing accurate simulation of existing and emerging electronic warfare, signal intelligence, and sensor platforms. This bridge contract is required to prevent any gaps and enable operational Military Intelligence units to confidently train to their full potential.��� GDMS is the only contractor capable of meeting the Government�s continued requirement to provide essential specialized acquisition services to the Military Intelligence community in a cost effective manner. Specifically, they are currently the only firm with the resident knowledge base and infrastructure to meet the Intelligence Center of Excellence (ICoE) training requirements. Under the IEWTPT Inc. 1 contract, GDMS supported the full spectrum of developmental, production, fielding, and concurrency contract line item numbers (CLINs) culminating in achievement of Full Operational Capability for the system. As such, they are intimately familiar with the mission and unique requirements contained in the Military Intelligence Training Strategy (MITS). It is highly unlikely that another contractor could perform these activities, while at the same time meeting cost, schedule, and performance metrics without incurring significant risk as a result. This increased risk would directly translate into increased costs for the Government. GDMS�s expertise and knowledge base in supporting specific developmental and concurrency requirements has enabled them to rapidly respond to and execute critical training requirements, including several large-scale live, virtual, and constructive training exercises. Brief Description: The Intelligence and Electronic Warfare Tactical Proficiency Trainer (IEWTPT) bridge contract continues the IEWTPT Increment I, Block 2 efforts leading to a competitive acquisition in FY23.� This bridge contract will provide development, test, integration, training, hardware/software updates, maintenance, cyber security compliance, technical and exercise support, ISR platform concurrency, and architecture re-design for IEWTPT system hardware and software at 24 home station sites across the Army. The effort delivers intelligence training capabilities in a simulated environment primarily focused at the tactical level for the military intelligence (MI) company of the Brigade Combat Team (BCT). This effort will also support multi-intelligence Military Occupational Specialty (MOS) individual, crew, and collective task proficiency and sustainment training in support of Unified Land Operations (ULO) and mission command allowing intelligence system operators and analysts to exploit intelligence data during training just as they would in ""Real World"" operations.
