- Description
- The Missile Defense Agency (MDA) is issuing this Request for Proposal (RFP) to design, develop, test, and field the next Ground-Based Midcourse Defense (GMD) Weapon System (GWS) Program.� The GWS acquisition will continue to provide warfighter capability to operate the GMD weapon system, develop GWS software and hardware for the current Ground Based Interceptor (GBI) and upcoming Next Generation Interceptor (NGI) fleet (with up to two different initial designs), increase capacity, capability and through put for messages between communications systems and Kill Vehicles (KV), and update the legacy system to remain effective while NGI is under development. The GWS acquisition is composed of four product areas, GMD Fire Control (GFC), In-Flight Interceptor Communication System (IFICS) Data Terminal (IDT), Ground Support System (GSS) and the GMD Communication Network (GCN).� The GFC Software coordinates threat acquisition, tracks the threats, calculates firing solutions, and allocates and schedules interceptor launches.� GFC provides an interface with the GMD Operator on console to implement command decisions.� GFC will be upgraded to the next GFC version with redesigned software code using Development, Security and Operations (DevSecOps) method.� The IDT transmits and receives information from the GFC Node to the GMD interceptor�s KV via the IDT.� The IDT will be redesigned, developed, upgraded and deployed with Phased Array technology to the Government IDT lab and operational sites to support flight tests and future operations with increased capacity, capability and throughput for messages. The GSS consists of the hardware and software that maintain the interceptor in a state of readiness and prepares the interceptor for launch.� The Launch Management system provides health and status monitoring of the interceptor, Launch Support System and Launch Site Components. �The GSS system will be maintained for the currently fielded weapon system and upgraded to interface with the NGI system.� The GCN is the Fire Control Network for the GMD System.� The GCN connects all GMD Components and major Missile Defense System (MDS) interfaces to GFC Nodes at Missile Defense Integration and Operations Center (MDIOC) at Schriever Space Force Base, Colorado and Fort Greely, Alaska (FGA).� The Government intends to outfit a new building with an additional communications center at FGA to enhance cybersecurity management and situational monitoring of day-to-day operations.� Sustainment Support consists of sustainment engineering, off-site maintenance, element level technical support and obsolescence management of GWS software and hardware for the GMD system in support of the MDS.� GWS supports sustainment of the fielded GWS during upgrades and modifications to ensure Weapon System availability IAW Warfighter requirements.� This sustainment engineering & obsolescence mitigation directly supports the Systems, Integration, Test and Readiness (SITR) Contractor who will manage the overall Sustainment function for the current fielded and future GWS.� A standard form, fit, and function replacement effort will be managed within SITR while obsolescence mitigation via redesign through Sustainment Engineering will be managed within GWS. The MDA intends to competitively award an Indefinite Delivery/Indefinite Quantity (IDIQ) contract to a single source based on Full & Open competition in accordance with Federal Acquisition Regulation (FAR) subpart 15.3.� The North American Industry Classification System (NAICS) code for this acquisition will be 541715 � Research and Development in the Physical, Engineering, and Life Sciences (except Nanotechnology and Biotechnology).� The contract will be for a base period of five years with a five-year option should the Government need to extend the term of the contract in accordance with FAR 52.217-9. Eligible for Award: Offerors are notified that in order to be eligible for award, Offerors must be registered in the System for Award Management (SAM) database in accordance with FAR 4.1102. Offerors may obtain information on registration in SAM at https://www.sam.gov. �If you are interested in saving searches, following contract opportunities, requesting secure documents, or signing up for an Interested Vendor List, you will need a login.gov account in SAM.gov. Prime Offerors must have a Facility Clearance of Top Secret in order to be eligible for award. Foreign Ownership Exclusion: Companies under foreign ownership, control, or influence (FOCI) will be excluded from contract award unless steps are taken to negate FOCI or mitigate associated risks to the satisfaction of the U.S. Government. Companies under FOCI are excluded from receipt of any GWS documentation and excluded from responding to this RFP unless steps are taken to negate FOCI or mitigate associated risks to the satisfaction of the U.S. Government.� GWS documents contain technical data related to a launch-system control device covered by the Missile Technology Control Regime (MTCR) Annex, Category II, Items 9 and 12.� IAW 22 Code of Federal Regulation (C.F.R.) Appendix Supplement 1 to Part 126, the exemptions in 22 C.F.R. sections 126.5, 126.16, and 126.17 are not applicable to defense articles and related technical data covered by the MTCR Annex. Access to RFP/Offeror�s Library The GWS RFP and Offeror�s Library, including classified and unclassified documents, is available to interested parties upon request.� Paper copies of the RFP will not be issued. �The RFP announcement may be accessed electronically only via the SAM.gov website. �Offerors are responsible for routinely checking the SAM.gov website for any possible RFP amendments that may be issued. � Access to the GWS Offeror�s Library is restricted to Offerors that have been cleared by MDA Contracting and Security Officials.� Dissemination by Prime Offerors to subcontractors will be in accordance with the GWS DD Form 254, which MDA will provide upon access approval.� Subcontractor access is the responsibility of the Prime Offeror. �In order to receive the classified documents, the respondent requires a facility security clearance of no less than SECRET. �This requirement shall be flowed down from the Prime Offeror to all subcontractors prior to dissemination of information. �Potential Prime Offerors and respective subcontractors shall only use the information covered by these access instructions to prepare an offer on the GWS acquisition and destroy the information at the conclusion of proposal activities. For access requests to the RFP and/or Offeror Library, Offerors must complete the Document Access Agreement and Request Form and the Contact Information Form. �Please return the completed forms to the Unclassified GWS Email Account (GWSFutures@mda.mil). �Utilize DoD Safe site as necessary. RFP Responses: Complete proposals must be submitted electronically, to the address provided in Section L of the RFP, no later than 4:00 pm Central Time on January 14, 2022.� The Technical Volume shall be submitted as a single unclassified document.� Following the DD Form 254 security guidance, the Offeror may choose to submit one or more supplementary annex(es) up to the Secret level.��Classification markings shall be in accordance with the DD Form 254 and the DoD 5220.22M NISPOM.� All Secret annex(es) shall be limited to specific information that supplements the Offeror�s proposal.��The pages submitted as part of Secret annex(es) will count against the page limits for the proposal item(s) shown in Table L-2 Proposal Organization.��� Late submissions will not be accepted.� Hardcopy proposals will not be accepted.�
