Description
The U.S. Army Corps of Engineers, Kansas City District, intends to issue an Invitation for Bid (IFB) solicitation for Construction Activities for demolition and installation of a new 48�x48� water control slide gate, frame, and actuator due to damages sustained during operation in 2019. The work covered by this contract consist of furnishing all equipment, labor, operators, supervision/site superintendent, quality control, supplies, materials, and incidentals necessary to satisfactorily perform and provide construction to potentially include, but not limited to removal of existing gate frame and actuator; installation of gate frame, slide, and actuator; electrical work; incidental construction repair may be required for concrete anchors and grouting at Harlan County Reservoir, NE. Work in this contract requires expertise with portable cranes and rigging of large steel structures, experience with heavy construction activities, weld repair and/or fabrication of stainless steel components to AWS D1.1 standards using pre-qualified weld procedures, precision machining, and expertise in working in confined spaces meeting OSHA requirements. In accordance with FAR 36.204 and DFARS 236.204, the estimate magnitude if this construction project is: Between $100,000 and $250,000. This procurement is a competitive small business set aside utilizing the North American Industry Classification System (NAICS) Code 237990 (Other Heavy and Civil Engineering Construction). The estimate performance period for completion of construction is 150 calendar days from the Notice to Proceed (NTP). At this time, no Pre-Solicitation Conference is planned for this solicitation.� If the Government does elect to hold a Pre-Solicitation Conference, the Pre-Solicitation Announcement will be modified accordingly. There will be an organized site visit planned for this solicitation. The details will be included in the solicitation. A Surety will be required for this procurement and will be determined by the final dollar value of the awarded contract. The following are the possible surety clauses that maybe applicable: 52.228-1 -- Bid Guarantee � when the estimated or actual value of the quote exceeds $150,000.00. 52.228-2 -- Additional Bond Security � when a bid guarantee, or performance bonds, or performance and payment bonds are required. 52.228-11 -- Pledges of Assets � when a bid guarantee, or performance bonds, or performance and payment bonds are required. 52.228-13 -- Alternative Payment Protections � when the estimated or actual value of the quote exceeds $35,000 but does not exceed $150,000. 52.228-14 -- Irrevocable Letter of Credit � when a bid guarantee, or performance bonds, or performance and payment bonds are required. 52.228-15 -- Performance and Payment Bonds -- Construction � when the estimated or actual value of the quote exceeds $150,000.00. Offer will be due the day and time specified in the solicitation.� The solicitation is expected to be available within the next 30 days.
