THIS IS A SOURCES SOUGHT ANNOUNCEMENT TO BE USED FOR MARKET ANALYSIS ONLY, TO DETERMINE THE AVAILABILTY OF SMALL BUSINESS CATAGORIES, FOR POTENTIAL SET-ASIDES. NO AWARDS WILL BE MADE FROM THE SOURCES SOUGHT. NO SOLICITATION IS AVAILABLE AT THIS TIME. RESPONSES WILL BE USED TO DETERMINE THE APPROPRIATE STRATEGY FOR THE FUTURE ACQUISITION. Department of Homeland Security (DHS), Customs and Border Protection (CBP) is seeking information concerning the availability of capable contractors to provide escort, guard, and transportation services as follows: Description of Services: The Contractor shall provide performance-based�transportation and facilities guard services to include medical escort services.��The�Contractor�shall provide�all transportation services required to transport detainees securely to locations as directed by�the�COR or�designated�CBP�official in accordance�with�the Performance�Based�National Detention Standards�(PBNDS).��Transportation services will include escort, guard, and transport services for detainees in DHS custody. CBP defines a detainee as any person regardless of citizenship or nationality who is detained by CBP or any other law enforcement agency.�� The Contractor(s) shall furnish all labor, supervision, materials, tools, equipment, and management to perform this requirement in the state of Texas, Arizona, and California. PSC/FSC:�V999 Transportation/travel/relocation- Other: Other � � � This Request for Information (RFI) is issued for informational and planning purposes only. This is not a Request for Proposal (RFP). It is NOT�to be construed as a commitment by the Government to issue a solicitation or ultimately award a contract. Responses will not be considered as proposals, nor will any award be made because of this RFI. CBP will NOT be responsible for any costs incurred by interested parties responding to this RFI. Contact with Government personnel other than those specified in this RFI by potential offerors or their employees regarding this project is prohibited. For your business to be considered as a potential vendor for set-aside purposes you must submit a Capabilities Statement as requested by this notice. Failure to do so may result in your business category not being considered as part of a decision by the Government set-aside. The information requested by this RFI will be used within the CBP to facilitate decision making and will not be disclosed outside of the agency. The Capability Statement should include general information, past performance and technical background describing your firm's experience in contracts requiring similar efforts to meet the program objectives. Electronic responses are required. It is requested that electronic responses be provided in any of the following formats: Microsoft Word, Microsoft Excel, Microsoft PowerPoint 2007, or Adobe Acrobat. Zip files are not acceptable. E-mail attachments are limited to 10Mb in size; e-mail attachments more than 10Mb must be broken into smaller submissions. The subject line must read �(Company Name) response to�Southwest Border Ground Transportation and Facility Guard Service.��� At a minimum the following information is requested: a. Company Name, Cage Code, DUNS, address, point of contact, telephone number, GSA contract number and e-mail address. � b.��Any small business status (8(a), HUB Zone, veteran-owned, women-owned, etc. � � � � � � �c.�Indicate your role as �Prime Contractor� and what functions for which you plan to self-perform as a percentage of the total and those which you intend to use subcontractors. � � � � � � �d.�If you indicated your roll will be a �Subcontractor�, please indicate which functional areas you intend to cover. � � � � � � �e.�Indicate if your company primarily does business in the government and/or commercial sector. � � � � � � �f.�Indicate which NAICS code(s) your company usually performs under for government contracts. If your firm can provide the requirements described above, please provide a Capability Statement to the Contract Administrator or Contracting Officer by the deadline indicated in this Sources Sought.
