This Request for Quote (RFQ) is issued pursuant to FAR 13 �by the United States Department of Agriculture (USDA), Forest Service� (FS), on behalf of the Delta National Forest, Holly Bluff, Mississippi. (Sharkey County 39088). Type of Contract: This is an Invitation for Bid (IFB) which will result in award of a firm-fixed price contract.� Award will be made to the lowest priced responsive/responsible bidder.� Set Aside: The project is set-aside 100% for small businesses. Road 717, an aggregate surfaced road, is located on the county line between Sharkey and Yazoo Counties, Mississippi. Four culverts in the roadside ditches will be replaced to provide access to the adjacent land. The basins at each end of the 60� culverts will be armored with riprap and new 30� X 50� roadside ditch culverts will be installed to empty into those basins. The project location is 2.5 miles west of Holly Bluff, Mississippi. Remove the existing culverts and properly dispose of them off national forest property. Remove the existing gate and posts to the northwest of the culverts, taking care not to damage them, and place them in the adjacent wooded area outside the construction limits. Install the 60� culverts at the same alignment as the existing culverts (about a 6� left forward skew looking north), with invert elevations as shown on the plans. Install the 30� roadside ditch culverts as shown in the plans. Supplement the suitable excavated material with select borrow as needed and backfill the culverts as shown on the plans. Armor the inlet and outlet basins as shown in the plans with 200 lb. riprap over geotextile filter fabric. Any excavated material not suited for backfill is to be properly disposed of off national forest property. Place a 6� compacted layer of #610 (crusher run) crushed limestone aggregate over the excavated area of the roadbed to a width of 16�. Grade the edges to pull all aggregate back into the travel way and leave a straight, uniform edge, and grade the aggregate to create a smooth, uniform surface and compact. There will be no surfacing over the 30� culverts. On all disturbed areas, spread Bahia grass seed at the rate of 20 pounds per acre, 13-13-13 fertilizer at 500 pounds per acre, and straw mulch at 3,200 pounds per acre. No tackifier is required on the mulch. If seeding is done from September 15 to March 15, in addition to the above spread rye grass seed at the rate of 80 pounds per acre. Applicable specifications may be found in FHWA�s FP-14 and the attached supplemental specifications. Benchmark: N.I.B. 8� Red Oak tree, 105� NW of the intersection of the CL of the road and CL of the existing culverts. Elevation = 89.56�.
