Description
Subject: Notice of Intent to Award a Sole Source Purchase Order to Thomson Reuters. Description: The U.S. Department of Energy (DOE) intends to award a contract with Thomson Reuters by means of other than full and open competition. This award is to acquire Westlaw Services from Thomson Reuters for access to real time comprehensive public record information that supports DOE�in meeting mission requirements. This will enable DOE to maintain an insider threat detection and prevention program for deterring, detecting, and mitigating insider threats. The estimated term of this contract is one Base Year plus 2 Option Years at a total fixed price of $86,882.97. This notice serves as Notice of Intent to award a sole source purchase order and is not a solicitation or a request for competitive quotes. However, all responsible sources may submit a capability statement by the closing date of this notice, which will be considered by the Government. The written response must include a detailed discussion demonstrating experience providing services identified in this announcement and client information for similar work previously performed. Capability statements shall not exceed three pages (including cover letters, graphics, appendices, references, etc.) and shall be submitted via the Message function in FedConnect located at https://www.fedconnect.net. FedConnect is owned and operated by Compusearch Software Systems, Inc. DOE does not provide technical support for FedConnect. Capability Statements submitted via a method other than FedConnect�s Message function will not be considered. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government.
