Description
Intent to Sole Source The Department of Veterans Affairs, Network Contracting Office 04 (NCO 04), intends to negotiate on a sole source basis with MEDICOM TECHNOLOGIES, INC., 434 Fayetteville ST STE 1650 Raleigh, North Carolina 27601-1790, United States, in accordance with FAR 13.106-1(b). Veterans Integrated Service Network 04 (VISN04) intends to procure Medicom Imagex Service for use by radiology and other medical practices to transfer imaging studies through encrypted conduits between providers on the fully-federated health information network. Medicom facilitates exchange of patient information through a peer-to-peer communication network for physicians, radiologists, radiology technologists, and medical records staff. Medicom Imagex Service connects disparate silos of health information so that they can be easily and securely searched and shared. Market research indicates that Medicom Imagex Service is the only solution with an existing and approved connection to the VA net as well as a proven strategy to inject images into the VA Electronic Medical Record (currently VistA). While other vendors offer similar services, they use cloud-based technology to store and process sensitive data. Such solutions do not currently possess FEDRAMP Authority to Operate and are not approved by VA for implementation. By contrast, Medicom Imagex Service transfers data from the private sector (Care in the Community Providers) to the VA through a secure conduit by way of a FIPS 140-2 validated connection with the VA TIC. Market research has not identified other vendors with approved and tested VPN access to the VA network and interfaces pertinent to this service. This Notice of Intent is NOT a request for competitive proposals. Parties may identify their interest, accompanied by supporting literature, to the Contract Specialist no later than 11/08/2021 at 10:00 AM EST. All responses must be sent by email to the Contracting Officer, Thomas Cossentino, at thomas.cossentino@va.gov. Responses must include ISS 36C24422Q0070 in the subject line. Telephone responses will not be accepted. Information received will be for the purpose of determining whether to conduct a competitive procurement. The determination to conduct a competitive procurement based on responses to this notice is solely within the discretion of the Contracting Officer. The NAICS Code for this procurement is 511210.
