Description
1. Please confirm place of performance. Page 4 states just one location (VAMC at 200 Springs Road, Bedford 01730) which includes ~30 buildings. However, page 9 states two locations (VAMC at 200 Springs Road, Bedford 01730 and 10 Veterans Way, Lowel, MA). If so, please indicate the number of buildings. 30 buildings at the Bedford campus and one building in Lowell. 2. Please provide a detailed HVAC and Steam Distribution System equipment list for both performance locations. Not available; discussed during mandatory walk through 3. The PWS synopsis does not address repair material cost. Will material be a cost add to this contract as required as emergency repairs are done? Quote will be provided an approved by COR 4. The PWS synopsis 2 hour and 4 hour response times when called for HVAC emergencies under general requirements. Then under deliverables and hours of operation it lists normal work hours as 7 AM to 4:30 PM. It also states overtime labor needs to be approved by the COR. Is this a 24/7 emergency contract or 8/5 service contract? 24/7 operation. Normal business hours are 7am to 4:30 PM. 5. Is repair / replacement of failed variable frequency drives included in the HVAC equipment? Yes as required for the emergency repair an approved by the COR 6. Is repair / replacement of failed fan motors included in the HVAC equipment? Yes as required for the emergency repair an approved by the COR 7. Is repair / replacement of failed direct digital controls included in the HVAC equipment? Yes as required for the emergency repair an approved by the COR 8. The SoW is asking for an unknown sum of money for emergency repairs. How often are we to assume there will be an emergency on a weekly/monthly schedule? Frequency of Emergency repairs is not available 9. If applicable, could you provide an estimate as to how many emergencies have happened for this facility during the last year? Not applicable 10. What should we assume for a scope of a typical emergency? Scope of emergency will be determined on the occurrence of an emergency 11. The PWS does not indicate the frequency of maintenance visits. Is this Monthly, Quarterly, Semi-Annual, Annually, or Only when called? Not Maintenance only emergency repairs 12. Is this Emergency Service Contract to provide future emergency repair services when needed or is it an emergency contract to immediately provide critical repairs? Emergency repairs 13. Please provide an equipment inventory of the systems covered by this contract. Not available; discussed during mandatory walk through 14. Will repairs be quoted separately as needed? Per PWS, Any repairs that may require extensive time and materials shall be approved by the COR prior to any procurement of the materials and before any further work can be performed. 15. Please provide a list of known issues requiring repair.None, this is an emergency repair contract 16. Is any work related to the Building Automation System required? If so what system is used? No 17. For the steam traps 1) how many are there,411 per last survey 2) are they mapped on VA drawings,No and 3) how many years ago was the last steam trap survey done? Last Steam Trap Survey Dec 9th, 2019 18. Does the prime contractor team need to hold any of the following ASME code stamps or can these be subcontracted when/if needed? per PWS, . Contractor shall provide licenses, certifications and training to the Contracting Officer upon request.
