- NASA/JSC has a requirement for delivery of additional Volatiles Investigating Polar Exploration Rover (VIPER) mission Visual Imaging Subsystem (VIS) Camera Controller and Camera Engineering Development Units (EDUs) and Flight Units (FUs) and Electronic Ground Support Equipment (EGSE). Specifically, the following equipment is being procured: Item�� �Part Number�� �Quantity MCSE MCAM3 EDU�� �N/A�� �3 MCSE CCU EDU�� �N/A�� �1 MCSE CCU FU�� �VIS-FU-CCU�� �1 MCSE EGSE-lite�� �N/A�� �2 NASA/JSC intends to issue a sole source modification to the 80JSC021P0006 - Lunar Rover Navigational Cameras contract to acquire the additional camera units from Micro-Cameras & Space Exploration (MCSE), SA. The statutory authority permitting other than full and open competition is 10 U.S.C. 2304(c)(1), as implemented by FAR 6.302- 1, Only one responsible source and no other supplies or services will satisfy agency requirements.� The NASA VIPER mission has procured MCAM3 and CCU EDUs and FUs to implement the VIPER VIS from MCSE in the past. Due to schedule and logistics testing constraints, additional MCAM3 and CCU EDUs, FUs, and EGSE are being procured to enable parallel testing of cameras and camera controllers across multiple NASA centers with MCSE. The Government intends to acquire a commercial item using FAR Part 12. �� � These commercial items will require proprietary modifications to meet the NASA Viper Rover Space mission requirements. Interested organizations may submit their capabilities and qualifications to perform the effort electronically via email to Seliste Acres, seliste.c.acres@nasa.gov not later than 2:00PM central standard time on November 16, 2021. �Such capabilities/qualifications will be evaluated solely for the purpose of determining whether or not to conduct this acquisition on a competitive basis. �A determination by the Government not to compete this acquisition on a full and open competition basis, based upon responses to this notice, is solely within the discretion of the Government.
