- ����� The Government is conducting market research to identify potential sources that possess the expertise, capabilities, and experience to meet qualification requirements to provision, repair, and sustain the USAF C-130J Propulsion system to include the AE2100D3 (T108) engine, the R391 Propeller, and the nacelle. � This requirement is for provisioning, repair, and sustainment services.� Our services strategy is a 5-month contract and will continue through 30 Jun 2022.� The Government�s needs for repair services are required in order to support current mobility and direct action missions. The C-130J propulsion system consists of a T108 engine housed in a QECA kit, coupled to a six-bladed R391 propeller system.� The C-130J is powered by four T108 turboprop engines. This engine was developed commercially for Lockheed-Martin Aeronautics (LMA) per engine specification C980.� Thrust for the C-130J is provided by four G.E. Dowty R391 propellers also developed as a commercial venture for LMA. G.E. Dowty supports the R391 Propeller.� RRC is the T108 engine OEM, G.E. Dowty is the R391 propeller OEM, and LMA is the OEM for the nacelle and has licensed RRC to perform maintenance and repair. The workload addressed by this market research report consists of the T108 engine, the T108 Nacelle, also known as the Quick Engine Change Assembly (QECA), and the G.E. Dowty R391 propeller. Components are required to be repaired in accordance with USAF and the Original Equipment Manufacturer (OEM), Rolls-Royce Corporation (RRC). The T108 is the military designation for the RRC's AE 2100D3 engine. This contract will provide the management of the full cycle of Maintenance, Repair, and Overhaul (MRO) and supply chain management; e.g., planning, scheduling, directing, funding and controlling, to include related support and training equipment. This will include performance of on-and-off equipment maintenance to include scheduled and unscheduled maintenance, inspections, Time Compliance Technical Orders (TCTOs), Time Change Items (TCIs) and One Time Inspections (OTIs). It will also provide support to all activities associated with establishing and managing an Inventory Control Point (ICP); e.g. procuring/acquiring Line Replaceable Unit (LRU) spares; performing LRU repairs; researching, analyzing, and resolving items impacted by Diminishing Manufacturing Sources and Material Shortages (DMSMS); developing, updating and distributing Technical and Engineering Data changes and updates; and, performing engineering/sustainment support as necessary.
