- COVID-19 Vaccine Transport VA Montana Health Care System Fort Harrison, MT 59636 BRIEF SCOPE OF WORK (This is for information only) IMPORTANTR NOTE: This Sources Sought is for market research purposes only (to determine the socioeconomic status of interested companies). No award will be made off of this posting. Background The Montana VA Health Care System (MTVAHCS) primary objective is to enter into a firm fixed price, non-personal services contract with an air transportation charter service company. The air charter service company shall provide non-commercial same-day air transportation flights to rural Montana communities for the transportation and distribution of both VA employees, COVID19 vaccinations, and supplies. The flights will be same-day, round trip from the Helena, Montana Regional Airport, and to/from the Montana cities listed below outlying Clinical Based Outpatient Clinic (CBOC) facilities. The intent is for the first Task Order to be Awarded in order to cover the first yearly period of performance with the possibility of future Task Orders covering remainder of contract period. Locations of Performance (Flights) The flights (leave in the morning / back that evening) will begin and end at Helena Montana Regional Airport. Helena Regional Airport 2850 Mercer Loop Helena, MT. 59602 Airport addresses of flight destinations: Havre City-County Airport 5404 9th St. West Havre, MT. 59501 Glasgow Valley County Airport 100 Airport Rd. Glasgow, MT. 59230 Glacier International Airport 4170 Highway 2 E. Kalispell, MT. 59901 Dawson Community Airport 400 Airport Rd. Glendive, MT. 59330 Lewistown Municipal Airport 190 Terminal Dr. Lewistown, MT. 59457 Scope of Work Air services will be utilized to transport COVID19 vaccinations along with administrative and medical professionals supporting immunization efforts in outlying rural VA Montana CBOC locations. Aircraft provided shall have available seating for at least seven passengers as we are anticipating 5 to 7 passengers per flight. Contractor shall provide, within the passenger compartment a location to transport two vaccine coolers. The vaccine coolers are approximately (dimensions) 12 Long X 12 Wide X 12 Deep and will require (one each) two VDC outlets supplying 12 or 24 Volts DC (either 12 or 24 VDC or 110 VAC can be used), the coolers have cords for both DC or AC current). The two vaccine coolers are equipped with a 6-foot 12 or 24 VDC electric accessory (cigarette lighter style) plug and a 110 VAC regular electrical three prong plug, that pulls approximately 4.1 amps of current. Attachments to the aircraft and straps shall be provided in order to secure each vaccine transport cooler to the aircraft for stability. Air services are expected to be utilized for the duration of the COVID-19 Vaccination Initiative in order to reach all MTVAHCS CBOCs. The vaccination requires a follow-up booster to be administered 28 days from initial vaccination (plus or minus 4 days), therefore a second flight to each area will be required 28 days following all initial flights scheduled. A minimum of seven days from any scheduled flight the contractor shall monitor the weather daily and notify the COR immediately (by email) should the potential of a flight to be canceled due to weather related factors. The Contracting Officer Representative (COR) will provide a 7-day advance notice (by email) of all upcoming requested flights. The VA reserves the right to cancel any scheduled flight, at no additional cost to the Government with a 3 day, 72 hours of the scheduled take off time. All Landing, Ramp, and Parking fees will be billed at Contractor s actual cost and receipts shall be made available to the COR upon request. The contractor shall provide all the labor and personnel and equipment necessary to provide the air charter transportation services. All personnel employed by the Contractor, including pilots, ground personnel, shall be qualified to perform in each of their respective occupations and shall possess the necessary current licenses and certifications for each of their respective occupations as required by the Federal Aviation Administration. The Contractor shall be required to submit to the Contracting Officer s Representative (COR) on annual basis, updated personnel records to include such licenses and certification, as applicable. The contractor shall provide all the aircraft and equipment necessary to provide air transportation services. The Contractor shall have and maintain a current FAA airworthiness certificate for the type of aircraft flown in accordance with 14 CFR 21, 43 and 91 and must maintain an air carrier certification in in accordance with FAA regulations Part 135. Any aircraft used in performance of this contract shall meet all applicable Federal Aviation Administration (FAA) and US Department of Transportation (DOT) requirements for operating as an air charter as well as any applicable Montana State Laws. Miscellaneous Flight segments shall be within the Montana VA Health Care System (MTVAHCS) catchment area to support the Veteran COVID Vaccination Initiative . Individual flight dates and locations shall be determined by the MTVAHCS Leadership. Estimated departure & arrival timeline of flights. 06:00 Depart Helena Regional Airport 07:00 Arrive at requested airport 16:00 Depart from arrival airport 17:00 Arrive Helena Reginal Airport The MTVAHCS understands these times are just an estimate and exact times could be adjusted due to several unforeseen circumstances. The Government reserves the right to inspect the Contractor s aircraft, equipment and/or personnel records, (FAR Clause 52.212-4 (a) Inspections Acceptance) and to review the Contractor s performance anytime during the contract. If the Government determines that the Contractor s aircraft, equipment and/or personnel do not meet contract specifications or if the Contractor s performance does not meet contract specifications, the Government has the right to suspend the contract and do the following actions: (1) either allow the Contractor to remedy the aircraft, equipment and/or personnel performance to the Government s satisfaction, within a time period as specified by the Government or, (2) terminate the contract (FAR Clause 52.212-4 (m) Termination for Cause). These actions shall be at no expense to the Government. All Federal Aviation Administration (FAA), Federal, State, and Local regulations & laws will be observed during the duration of this contract. All Service Contract Act/Labor Hours rules & regulations must be followed in accordance with this contract.
