Description
This Sources Sought Notice (SSN) is for informational purposes only and for the purposes of market research.� This is not a �Request for Proposal (RFP).� This does not constitute a solicitation and shall not be construed as a commitment by the Government. �Responses in any form are not offers and the Government is under no obligation to award a contract because of this announcement.� No funds are available to pay for preparation of responses to this announcement.� The Government will not reimburse any costs incurred by interested companies in response to this announcement.� Any information submitted by the respondents to this announcement is strictly voluntary.� The Government will not return submitted responses to the responders.� Not responding to this notice does not preclude participation in any future RFP, if the Government decides to issue a RFP.� If a solicitation is release, the Government will synopsize the requirement on the Government-Wide Point of Entry (GPE).� It is the responsibility of potential Offerors to monitor the GPE for additional information pertaining to this requirement. A. Objective: This SSN is a follow up to SSN #N00173-21-RFI-FW08 issued on 21 April 2021.� The objective of this supplementary SSN is to ascertain if there are two or more responsible Service-Disabled Veteran-Owned Small Businesses (SDVOSBs) with the capability to perform the requirements set forth in the attached draft Statement of Work (SOW), entitled �Supply and Service of Bulk Liquid Nitrogen and Nitrogen Tanks at the Naval Research Laboratory (NRL)�.��Responses from this SSN will assist the Government determine if a SDVOSB set-aside under the SDVOSB Program is appropriate for this acquisition. However, any vendors, large or small, are welcome to submit responses to this SSN. The scope of this requirement is for the following: Supply bulk nitrogen delivery Nitrogen tank lease Services for routine preventative maintenance, repair, and replacement of contractor-leased and Government-owned tanks Emergency repair services and other in-scope repair, and replacement of tanks Installation and servicing of Telemetry Devices for the nitrogen tanks The draft Statement of Work is attached with this notice.� Please be advised that the SOW is not in the final form and may be modified as necessary. B. Requested Information and Contractor Response Format: NRL requests that potential sources with the capability to fulfill the SOW requirements to submit a response containing the information listed. 1. Contact Information: a) Company Name and Address b) Point of Contact for questions/clarification c) Telephone Number and e-mail address d) DUNS Number, CAGE Code e) Company's Business Size Classification for NAICS Code 325120 � Industrial Gas Manufacturing.� The Small Business Size determination for NAICS Code 325120 is 1000 Employees. 2. Technical Information: a) A summary of your company's capability and approach to meet the requirements in the draft SOW. b) Outline your company�s technical capability and relevant company experience to support the requirements in the draft SOW. c) Questions for the Government�s Technical team regarding changes/suggestions to the draft SOW to add clarity.� (Questions will not receive a response but will be provided to the technical team for consideration in preparing the final SOW.) d) The Government is particularly interested in suggestions related to the following: A solution on how to prevent or mitigate the disruption of nitrogen supply during a catastrophic event. A solution on how to ensure the continuity of services during a transition/phase-in-phase-out from incumbent to follow-on contract. e) Company�s commercial price list for the required items/services in the SOW (e.g. per gallon price for liquid nitrogen, monthly tank lease fee for the various size storages tanks, telemetry devices, etc.) 3. Past Performance: a) A listing of contracts or task orders that are similar scope to the draft SOW.� The following information should provided for the contracts/task orders: Contract Number Contract Value Period of Performance Summary of Contract Scope Contracting Office POC 4. Multiple Award Schedule Contract: a) Indicate whether products and services are all available on a GSA contract, or similar vehicle. b) Provide applicable GSA or other contract number. C.
