Description
NOTICE OF PROPOSED CONTRACT ACTION The Department of Veterans Affairs, Veterans Integrated Service Network (VISN 2), Hudson Valley Healthcare System VA Medical Center, Montrose Campus, intends to award a sole source contract under the authority of 41 U.S.C 253(c) (1) - FAR 6.302-1 Only one responsible source and no other supplies or services will satisfy agency requirements, to WL Concepts & Production 1 BENNINGTON AVE, FREEPORT, NY 11520, to perform Wayfinding Installation of Takeform Signage. The place of performance is VA Hudson Valley Healthcare System Montrose VAMC 2094 Albany Post Road Montrose, NY 10548. This action will result in a Firm-Fixed Price contract with a period of performance of three hundred sixty five (365) calendar days. This notice of intent is not a request for a quotation; interested parties may express their interest by providing a capabilities statement no later than November 5, 2021 at 10:00 AM EST. The capabilities statement must provide clear and unambiguous evidence to substantiate the capability of the party to provide the required services. A determination not to compete this proposed contract upon responses to this notice is solely within the discretion of the Government. Verbal responses are not acceptable and will not be considered. If after November 5, 2021 at 10:00 AM EST, no viable responses have been received in response to this announcement, Department of Veterans Affairs shall negotiate solely with WL Concepts & Production. This notice of intent to award a sole source contract is not a request for competitive quotes. There will be no solicitation available for competitive quotes. Phone calls will not be accepted. The point of contact for this action is Contract Specialist, Dany Humphreys who can be reached at Dany.Humphreys2@va.gov The Government anticipates the award of a firm-fixed- price contract. A determination by the Government whether to compete this proposed requirement based upon responses to this notice is solely within the discretion of the government. Information received will normally be considered solely for the purpose of determining whether to conduct a competition. SCOPE OF WORK GENERAL INFORMATION The contractor shall provide all resources necessary to accomplish the deliverables described in this statement of work (SOW), under Specifications , and as described on floor plans, site plans, and maps. The work includes the providing all new signs, both interior and exterior, including the installation, and the removal of all old existing signs and associated hardware. Refer to Attachments which are design drawings, floor plans, site plans, and maps of the VA Medical Center. Period of Performance: The installation will be phased into two concurrent periods: Exterior installation shall be completed first, immediately followed by interior installation. Interior Installation shall only begin once exterior installation is complete. The period of performance shall be 365 calendar days from Notice to Proceed. The contractor will submit a schedule to accomplish this work to the CO for approval. The contractor s work shall not take place at the government site on Federal Holidays and weekends unless directed by the COR. Installation is required to occur during normal business hours between the hours of 8:00AM -4:30PM. Type of Contract: FIRM FIXED PRICE CONTRACT AWARD MEETING The Contractor shall not commence performance on the tasks in this SOW until the VHA COR has conducted a kick off meeting, or has advised the Contractor that a kick off meeting is waived. GENERAL REQUIREMENTS The Contractor shall provide in writing a delivery and installation schedule. SPECIFIC MANDATORY TASKS AND ASSOCIATED DELIVERABLES Description of Tasks: New exterior and interior signs shall be manufactured and installed in accordance with location site plan and interior/exterior plans. The Contractor shall provide all equipment, hardware and any other supplies necessary to complete the project in its entirety. All existing signs shall be removed and disposed of by the Contractor. All areas of work shall be kept clean and free of obstruction, and all debris, cartons and waste shall be removed by the Contractor. The Contractor shall provide the specific deliverables described below within the performance period stated in this SOW. The Contractor shall install all signage per specification and assemble as much as possible before delivery. The COR, (or designated representative), is to be present onsite for guidance to installers. If there is any discrepancy during this project the VHA CO and COR must be consulted for direction prior to any advancement being taken by the Contractor. The Contractor is responsible for bringing to the installation site all tools and equipment necessary to complete the job in its entirety and to remove all debris, cardboard and trash from the site at installation completion. SCHEDULE FOR DELIVERABLES The Contractor shall complete the date in section A.2 for each deliverable specified. If for any reason any deliverable cannot be delivered within the scheduled time frame, the Contractor is required to explain why in writing to the VHA CO, including a firm commitment of when the work shall be completed. This notice to the VHA CO shall cite the reasons for the delay. SAMPLES WITH BID The following sign types shall be submitted with bid to verify materials, color, pattern, quality and for adherence to drawings and are subject to approval by interior designer. Production shall not commence until signed approvals are received by Contractor. Sign Type H Sign Type E.2 Sign Type Q.3 Sign Type M QUOTE FORMAT: The quote shall be submitted with all fees such as all sign types, shipping, handling, delivery, and installation listed as separate line items. GOVERNMENT RESPONSIBILITIES The government will provide access to the facilities for site visits and installations. The Contractor s installer will deliver to the specific rooms via elevators and/or stairs. SALIENT CHARACTERISTICS 1. Signs and their installation shall comply with applicable provisions of the latest edition of the following standards and with requirements of authorities having jurisdiction: ADAAG Americans with Disabilities Act Accessibility Guidelines; US Architectural and Transportation Barriers Compliance Board. International Code Council/American National Standards Institute A117.1-Standard on Accessible and Usable Buildings Facilities. National Fire Protection Association 101 Life Safety Code. 2. Submittals for Review: Signage schedule in manufacturer's format for verification of text/copy. Approval drawings showing materials, construction detail, lay-out, copy, size and mounting methods. Engineering drawings for each sign type. 3. Engineered and Tested: The signage system shall have undergone rigorous testing to assure longevity and optimal performance. Testing shall include environmental testing to assure that materials can withstand changes in temperature and humidity without distortion as well as testing to assure resistance to chemicals and UV effects. Further, mechanical testing shall assure that the tensile and pull-out strength of mounting hardware is adequate to assure a safe installation. Test data shall be included with submittals. Signage System: The signage shall incorporate a decorative laminate face with applied graphics including all tactile requirements in adherence to ADA specifications. All signs, including work station and room ID's, overheads and flag mounts, directionals and directories shall have a matching appearance and constructed utilizing the same manufacturing process to assure a consistent look throughout. Sign face shall be 0.035 (nominal) standard grade, high pressure surface laminate. A painted sign face shall not be acceptable. The sign shall incorporate balanced construction with the core sandwiched between laminates to prevent warping. Laminate on the sign face only shall not be acceptable. Tactile lettering shall be precision machined, raised 1/32"", matte PETG and subsurface colored for scratch resistance. Signs shall incorporate a metal accent bar. Bars shall be anodized with a brushed satin finish. Painted bars shall not be acceptable. Refer to drawings.
