Description
1.0 DESCRIPTION OF SERVICES/INTRODUCTION: An upcoming project is in need of a temporary structure with nominal dimensions of 50-feet wide, 80-feet long and no more than 35-feet high to be located at Naval Station Norfolk within the Vicinity of Bldg V-47. The structure will need to onsite by 1 December�2021. 2.0 BACKGROUND: The project team will be doing testing on a boat and will need dedicated space to store the boat and its prime mover. Due to the project duration and amount of equipment involved with testing (spares, tools, etc) dedicated space is needed to segregate the boat from other ongoing operations at V47. 3.0 OBJECTIVE: 3.1 The contractor shall be responsible for providing any and all services and/or materials required to meet the requirements of this SOW. The contractor shall be responsible for the delivery to NOB Norfolk, VA, Building V-47 of all materials and/or personnel required to meet the requirements of this SOW. 3.2 The contractor shall deliver and build the structure. 3.3 The contractor shall provide all labor, materials required, ancillary materials required and transportation of materials and equipment necessary to meet the requirements of the structure listed within this statement of work. 3.4 The structure shall be capable of being erected on an area that will consist of asphalt mostly with some concrete, grass and dirt with 90 degree, 6 inch variations in height. Visible seams between the variable height of the concrete pad and the bottom surface of the structure walls are acceptable. The structure shall not require any permanent foundation modifications to the NOB Norfolk, Building V-47 concrete pad. 3.5 The structure shall be erected by 1 December 2021. 3.6 The structure shall measure have nominal measurements of 50�wide and 80� long. 3.7 The overall height of the structure shall not exceed 35 feet. 3.8 The structure shall have overhead lighting that sufficiently illuminates the structure. 3.9 The interior space of the structure shall be a clear span with no internal supports. 3.10 The structure shall have two roll up doors. The doors shall be electrically operated. A roll up door shall be placed on each of the 50-foot wide ends of the structure. The roll up doors shall be 18� high and 16�wide. 3.11 The structure shall have two personnel entry/exit doors. The width of these doors shall be no less than 3 feet and the height shall be no less than 6 feet, 8 inches. The location of these doors within the structure is optional. 3.12 The structure shall be capable of withstanding sustained 90 mph wind loading. 3.13 The structure must be constructed from fire retardant materials. 3.14 The structure shall not require an inflation system for integrity. 3.15 If the structure is constructed with fabric, heavyweight material shall be used. 3.16 Contractor is responsible for submitting any necessary base access requests. 3.17 The structure shall have an exhaust fan. 4.0 SPECIAL QUALIFICATIONS: 4.1 N/A 5.0 GOVERNMENT FURNISHED EQUIPMENT/PROPERTY/INFORMATION 5.1 N/A 6.0 DELIVERABLES 6.1 Delivery and Installation of a temporary structure. 7.0 SECURITY REQUIREMENTS: N/A 8.0 ECMRA Standard Language � NMCARS April 2018: The contractor shall report contractor labor hours (including subcontractor labor hours) required for performance of services provided under this contract for NAVSEA NSWCCD via a secure data collection site. Contracted services excluded from reporting are based on Product Service Codes (PSCs). The excluded PSCs are: (1) W, Lease/Rental of Equipment; (2) X, Lease/Rental of Facilities; (3) Y, Construction of Structures and Facilities; (4) D, Automatic Data Processing and Telecommunications, IT and Telecom- Telecommunications Transmission (D304) and Internet (D322) ONLY; (5) S, Utilities ONLY; (6) V, Freight and Shipping ONLY. The contractor is required to completely fill in all required data fields using the following web address: https://www.ecmra.mil. Reporting inputs will be for the labor executed during the period of performance during each Government fiscal year (FY), which runs October 1 through September 30. While inputs may be reported any time during the FY, all data shall be reported no later than October 31 of each calendar year.
