- PRESOLICITATION NOTICE FOR 36C24222R0010 REPAIR AND PATCH ROOFS Page 7 of 7 CONTINUATION OF PRE-SOLICITATION NOTICE: This notice is for Solicitation 36C24222R0010, to Repair and Patch Roofs at the James J. Peters DVA Medical Center, located at 130 W. Kingsbridge Road, Bronx, NY 10468. This procurement is a 100% set-aside for a Service-Disabled Veteran-Owned Small Business (SDVOSB). Prospective contractors must be registered and certified in the Center for Veterans Enterprise (CVE) VIP Registry database prior to submitting a bid: http://www.vip.vetbiz.gov Bids will only be accepted from SDVOSBs that are determined to be responsible and responsive contractors. Prospective contractors must be approved under NAICS Code 236220, with a Size Standard of $39.5 Million. The NAICS Code selected has been approved as the most appropriate for the project related tasks and SOW. This NAICS Code will not be subject for discussion or change. The cost range for this project is between $100,000 and $250,000. The work associated with this project is considered and emergency in nature. Therefore, the solicitation period will be expedited to the extent allowable and there will be a limited period for RFI s. Title: Repair and Patch Roofs at the James J. Peters VA Medical Center, Bronx, New York. Emergency Scope of Work Scope: This Emergency project will patch and restore five (5) specific locations of buildings 100, 105, 106, and 107 recently affected by heavy rains and leaks at the James J Peters Medical Center located on 130 West Kingsbridge Road, Bronx NY. The contractor will provide all materials, labor, supervision and testing in order to patch the following locations: Location 1: The research building roof needs its gravel removed before patch can take place. Removing gravel around the vent area is critical for this patch with no damage done to the roof. Apply a heavy coat of elastomeric roof coating over the existing membrane. Build a dam to perform a flood test. Provide a flood test with 2 inches of standing water over a 24-hour period. There must be a minimum of 8 hours supervision of the 24-hour flood test. Remove the dam and drain water after test is complete to ensure no more leak on the research building roof. Location 2: The main building roof above the 2B wing needs gravel stones removed as well. There is a tarped machine that is abandoned and needs its tarp removed. Remove gravel 4 feet from the perimeter of the membrane and mushroom fans located near the machinery. Apply a heavy coat of elastomeric roof coating over the existing membrane. Install a new tarp over machinery and strap it down. Build a dam to perform a flood test. Provide a flood test with 2 inches of standing water over a 24-hour period. There must be a minimum of 8 hours supervision of the 24-hour flood test. Remove the dam and drain water after test is complete to ensure no more leak on the main building roof. Location 3: The main building loading dock has several, repetitive leaks. The existing roof will need all gravel, moss, overgrowth and vegetation growth removed entirely. Contractor to clean and clear out debris from existing drains (4 in total) and completely seal the membrane around the drains. Apply a polyurethane fill to all open spaces that create a visible pocket in roof structure, including edges and all connection points. Apply a heavy coat of elastomeric coating over the existing membrane on the entire roof canopy. Build a dam to perform a flood test. Provide a flood test with 2 inches of standing water over a 24-hour period. There must be a minimum of 8 hours supervision of the 24-hour flood test. Remove the dam and drain water after test is complete to ensure no more leaks are detected on the loading dock platform beneath the canopy roof. This location is of top priority. Location 4: The CLC building needs a reinforced liquid membrane around the drain in two locations. Apply a fully reinforced liquid membrane around drain locations and apply a reinforced liquid membrane at one vent pipe. Apply a fully reinforced liquid membrane at two lighting wire pitch pockets. The CLC also needs a polyurethane sealant at railing penetration pitch pockets. Apply polyurethane sealant at metal counter flashing by the chapel connection. Fill pitch pocket with new sealant and flash pipes and pocket with reinforced liquid membrane. Apply a new urethane sealant around the mechanical door frame that has a large gap and install new rubber gasket at door bottom. Prepare I beam pillar inside mechanical room and seal penetration with liquid. Location 5: The Chapel building also needs a reseal and replacement of its outer brick and one of the chapel windows. Provide a man lift to remove and replace sealant around the window frames. The window reinforcement must undergo a water test to ensure no water penetration at this location. Cut point bricks at designated location above chapel window areas where gaps in caulk occur. 2. Cleanup and Disposal 1. Housekeeping a) The contractor shall maintain a clean work environment, cleaning each location daily, collecting, and removing all debris in accordance with Medical Center Infection Control policies. b) The contractor will ensure that at the end of each of each work day, all materials that are to remain outside are securely fastened. c) If the COR and/or designated representative, finds the area unacceptable, the contractor, at his/her own cost, shall re-clean until acceptance is gained. The contractor is to perform the necessary corrective action immediately without exception. 2. Disposal of Trash and Hazardous Waste: a) The contractor shall be responsible for the cleanup and removal of all trash and debris from VA property after the Government s final acceptance of work. b) The contractor shall comply with OSHA, EPA, the Department of Transportation (DOT), State, and all other applicable regulations governing the proper handling, disposal, and removal of all waste and debris. 2.1 Testing and Acceptance All work locations will be tested prior to the Government s final acceptance. All water/flood testing reports and specification documents must be provided to the Contracting Officer Representative, as applicable. 2.2 Cost Liability The James J. Peters VA Medical Center does not assume responsibility and does not bear any liability for cost incurred by a bidder in the preparation and submittal of a bid proposal in response to this request for proposals. The contractor shall be responsible for the actions of all individuals provided to work for the VA under this contract. In the event that damages arise for work performed by contractor provided personnel, the contractor shall be responsible for all resources necessary to remedy the incident. The Contractor shall be responsible for ensuring all provided personnel are properly licensed to operate a motor vehicle if operating a motor vehicle on VA property is required. 2.3 Protection of Work and Property a) The contractor shall continuously maintain adequate protection of all his work from damage and shall protect the James J. Peters VA Medical Center property from injury or loss arising out of this contract. The contractor shall make good any such damages, injury or loss, except such as may be directly caused by agents or employees of the James J. Peters VA Medical Center. b) The contractor will erect barricades and railings, give warnings, display lights, screens or signs and exercise precautions as may be reasonably necessary to prevent injury or damage, and to avoid inconvenience to pedestrian movements if required. 2.4 Additional Work Should additional work be required, which is beyond the scope of this request for proposal but is related to the overall contract, the vendor will be requested to submit a written proposal through the Contracting Officer, and upon approval, a contract modification will be issued to authorize the work. 2.5 Performance Schedule All work shall be performed Monday through Friday (except Federal Holidays), 8:00 AM Eastern to 4:30 (Normal working hours) PM Eastern unless authorized by Engineering Services. Contractor must provide a clear, concise project schedule with submitted proposal, showing a critical path for each location of work. Contractor must provide a narrative on how they intend to accomplish the emergency scope of work and complete all required work within the given period of performance as stated in section 2.6 below. 2.6 Period of Performance Work to begin within 5 days of contract award and to be completed within 60 calendar days. Contractor must provide adequate workforce, materials, and supervision in order to accomplish the above repairs and roof patching within the 60- calendar day completion time. Applicable NAICS Code: 236220. Completion Time: 60 Calendar Days from receipt of Award/NTP. Award will depend on availability of funds at time of award. All other details and information shall be contained in the solicitation which shall be posted on https://sam.gov/. Due to the emergency requirement, the solicitation will be released immediately on 11/02/2021. The response submittal address, date and time will be included in the solicitation. This project will require performance and payment bonds. Faxed proposals will not be accepted. All prospective offerors must be currently registered in www.sam.gov and be registered and verified as a SDVOSB in www.vip.vetbiz.gov at the time of offer submission and before award of this procurement. Interested bidders are responsible for obtaining and acknowledging all amendments to this solicitation prior to the time of bid opening.
